I. Contexte général

a) Historique et situation actuelle

Vers la mi-août 2019, des milliers de réfugiés congolais ayant fui le conflit dit « Kamuina Nsapu » vers l’Angola ont exprimé subitement leur volonté de rentrer en RDC, ce qui a pris la communauté humanitaire de court. De plus, alors qu’une grande partie de ces réfugiés est originaire de la province du Kasaï, la quasi-totalité a exprimé le désir de se rendre à Kananga, au Kasaï Central, lors de ce retour. Ceci semble s’expliquer par plusieurs raisons :

I. Introduction

  1. The present report is submitted pursuant to Security Council resolution 2463 (2019), in which the Council requested me to report to it every six months on the implementation of the commitments under the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region. It provides an overview of peace and security developments in the Great Lakes region since the issuance of my previous report (S/2019/229) and covers the period from 1 March to 31 August 2019.

Since 18 August, thousands of Congolese refugees left Angola to come back to DRC. A Tripartite Agreement was subsequently signed on 23-24 August between UNHCR and the Angola and DRC Governments, to start an organized Voluntary Repatriations movement.

In Kasenyi, Ituri Province, UNHCR and partner CARITAS continued the construction of collective hangars to respond to the arrival of some 4,300 IDPs. So far, 21 hangars are occupied by 252 households. In addition, 333 individual shelters were finalized.

UNHCR and partners are speeding up groundwork for the voluntary repatriation of 4,000 Central African refugees located in camps in Sud Ubangi Province, following a Tripartite Meeting held on 5 July between UNHCR and the governments of DRC and CAR.

From 23 to 25 July in Lóvua settlement (Angola), a first crossborder meeting took place between UNHCR’s DRC and Angola offices, to discuss the voluntary repatriation of DRC refugees from Angola.

EXECUTIVE SUMMARY

The Democratic Republic of Congo (DRC) is dealing with the world’s second largest outbreak of Ebola. As of end August 2019, more than 3,000 cases of Ebola had been recorded, including over 2,000 deaths.

The DRC shares its borders with nine countries and there is regular cross-border movement of people, goods and services in the region. Combined with weaknesses in national health systems, the nine neighbouring countries are at very high risk for an Ebola outbreak.

Dundo - The organised repatriation of the 4,000 refugees settled in Lóvua shelter centre, eastern Lunda Norte province, initially scheduled for 18th September this year, was postponed sine die at the request by Democratic Republic of Congo (DRC).

The fact was confirmed on Thursday by the head of the United Nations High Commissioner for Refugees (UNHCR) Office, in Lunda Norte, Daniel Roger Tam.

The UNHCR official told Angop that the decision owed to the lack of reception conditions in the provinces of Kassai and Central Kassai in DRC.
