The climate crisis is having devastating consequences in Southern Africa, with parts of the region experiencing their lowest rainfall since 1981 while others have endured the destruction of cyclones, pests and disease.
More than 9.2 million people across the region are now severely food insecure, and this figure is expected to grow to 12 million at the peak of the lean season (October 2019-March 2020).
The GHO published on 4 December 2018 announced funding requirements of $21.9 billion for 21 Humanitarian Response Plans and the Venezuela Regional Refugee and Migrant Response Plan (RMRP). With the inclusion of the Zimbabwe Flash Appeal last month, funding requirements for UN-led appeals as at end February amounted to $22.42 billion.
Of 138.8 million people estimated to be in need of assistance, the humanitarian response plans envisage assisting 103.7 million.

There is at least an 80 per cent chance of an El Niño phenomenon between October and December 2018, which could exacerbate the deteriorating situation.
The Climate Prediction Centre is predicting El Niño climatic conditions during the main 2018-19 growing season with 70-75% probability while IRI has increased the probability to more than 85%. Furthermore, the forecasts suggest a likelihood of a weak to moderate El Niño event. Historically El Niño climatic conditions have resulted in reduced rainfall across the southern part of Southern Africa.
• The 2017-18 rainfall season was characterized by a late start, an extended mid-season dry spell (December-January) and heavy rains from February into April. The dry spell caused moisture stress and wilting of the early planted crops in many areas in Botswana, south-western Madagascar, southern Malawi, southern and some central parts of Mozambique, Zambia and Zimbabwe.

Cereal production during the upcoming harvest season in Southern Africa is expected to be below average, despite the heavy late rains, which benefitted the late planted crops. This is due to a late start of the rainy season, minimal to no rains during the critical planting season (December -January), high temperatures and the prevalence of Fall Armyworm (FAW).

1. EXECUTIVE SUMMARY
Southern Africa continues to recover from the 2015/2016 El Niño-induced drought, which by January 2017 had affected about 41 million people across the Southern Africa Development Community (SADC)1. The substantial government- and SADC-led response, supported by $900 million from the international humanitarian community2, empowered farmers to take advantage of a good 2016/2017 rainfall season, delivering an April 2017 cereal harvest 3 per cent above the 5-year average.
Good performance of the current growing season (Oct 2016 – April 2017) is critical for Southern Africa, after suffering from two consecutive droughts induced by a long lasting El Niño event which led to unprecedented levels of food insecurity.
El Niño conditions persisting during the 2015/16 planting season have caused the worst drought in 35 years in Southern Africa, resulting in a second consecutive failed harvest. This has created severe food shortages and compounded existing vulnerabilities. Since July 2016, Namibia and Botswana have declared national drought emergencies, in addition to the declarations made earlier by Lesotho, Malawi, Swaziland and Zimbabwe. Madagascar issued a letter of solidarity with the SADC Appeal, and Mozambique has maintained a red alert in affected areas.
Johannesburg, 6 December 2016: Southern Africa is now entering the peak of the lean season following the worst El Niño-induced drought in decades. With food stocks largely depleted due to poor or failed harvests across the region, estimates of people in need of humanitarian assistance have increased by more than one million to 13.8 million, mainly due to rising needs in Madagascar, Malawi, and Zimbabwe.
The El Niño induced drought resulted in 15 percent drop in regional cereal production from 29 million tonnes in 2015 to 26 million tonnes in 2016 which is about 11 percent decrease compared to the five-year average1 . Southern parts of Malawi, Mozambique and Madagascar as well as most of Zimbabwe, Lesotho, Botswana and Namibia have been significantly affected by this drought.
Approximately 40.8 million people (22.5% of rural population) will be food insecure in Southern Africa up to March 2017.
The El Niño weather event has been in a neutral phase since May. Nevertheless, it continues to have a devastating impact on vulnerable people in parts of Eastern and Southern Africa, Asia and the Pacific, the Dry Corridor in Central America, and Haiti in the Caribbean. This event will also cause long term consequences for public health, nutrition, livelihoods, water and sanitation.
