Nutritional assessments undertaken in a number of countries over the past month show an increase in acute malnutrition. In the drought affected areas in Mozambique, acute malnutrition records 5%; the food insecure districts in Zambia show acute malnutrition figures of 7.7%; in Malawi the centre and southern parts recorded increased number of admissions to Nutritional Rehabilitation Units compared to last year; in Zimbabwe vulnerable districts recorded acute malnutrition rates of 9% and in Madagascar, acute malnutrition rates doubled since 1997 to 14% country wide.

EXECUTIVE SUMMARY

As the hunger season begins in earnest in Southern Africa, the food security situation is rapidly deteriorating in those countries facing severe food shortages as a result of a poor 2004/05 crop production season. Whatever household food stocks that were available have been drawn down, and levels of purchases are constrained by very high food prices, limited purchasing power and lack of employment opportunities.

Maputo, 9 December 2005 - A meeting of Permanent Secretaries on Harmonization of Seed Regulations was held at the Cardoso Hotel, Maputo, Mozambique on 8 & 9 December 2005, and was attended by Permanent Secretaries from the Ministries of Agriculture of 12 Member States, namely: Angola, Botswana, Democratic Republic of Congo, Lesotho, Madagascar, Malawi, Mozambique, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe. Also in attendance were the representatives of seed organizations and International Agricultural Research Centers.

Southern Africa

The outlook for March-May 2006 southern Africa rainfall at four months lead shows a tilt in the odds favoring below normal rainfall across Namibia and locally over western Botswana. There is a tilt in the odds favoring above normal rainfall over southern and northern Angola, portions of central and northeastern Zambia, northern Mozambique, Malawi, and portions of southern Tanzania.

AFRICA: In eastern Africa, despite improved outlook for current season crops in several countries, more than 18 million people are in need of food assistance. In western Africa, notwithstanding improved harvest prospects generally in the Sahel, the food security situation is still of concern notably in Niger, Mali and Burkina Faso. In Southern Africa, food insecurity is worsening for an estimated 12 million people due to reduced harvests in 2005, escalating food prices and rising energy costs.
