Executive summary

Many SADC Member States recorded normal to above-normal rainfall during the 2017/18 rainfall season, as predicted by the SADC Climate Services Centre (CSC) in August 2017 at the 21st Southern African Regional Climate Outlook Forum (SARCOF-21). In contrast, the approaching October 2018 - March 2019 rainfall season is forecasted to be normal to below-normal throughout the season over most of the region.

This figure includes voluntary repatriation from Kenya (82,840) and Assisted Spontaneous return from Yemen (3,405) as well as 1,245 returns from other countries such as Djibouti (783), Libya (353), Sudan (64), Eritrea (34), Pakistan,
Gambia, Angola, Cambodia and others. Somali refugees from these or other countries who return spontaneously without assistance from the UNHCR are not included.

Highlights

• In 2018, 319,726 children under the age of five were screened for malnutrition and 74,871 treated for severe acute malnutrition (SAM) in drought affected areas and in Lovua settlement, where refugees from the Democratic Republic of Congo (DRC) are located.

• With UNICEF support, 2,731 household latrines and showers were built for all refugees living in Lovua settlement, and 87,500 people gained access to safe water through water points and handpumps in droughtaffected areas.

As of 31 December 2018, 814,975 Congolese refugees are being hosted in African countries. From 1 January to 31 December 2018 alone, some 159,074 Congolese fled to neighboring countries, with a particularly significant increase in refugee flows to Uganda, Burundi, Zambia and Kenya.

Highlights

In line with seasonal trends, national average maize prices have been increasing across the region. South Africa, the region’s largest maize producer/supplier, is seeing an uptick in prices partly due to lower than expected planting and the possibility of a poor 2018/19 harvest.

Markets in Zambia continue to experience higher than usual maize prices, and in December 2018, the national average maize price was 10 percent above the 5 year average (5YA).

After negotiations among UNHCR, WFP and CNR, cash-for-food assistance will resume at Meri settlement in 2019, albeit temporarily, and under certain security conditions.

In epidemic-prone South Kivu, UNHCR rehabilitated a cholera treatment unit, built a rehydration point, sensitized 20,000 people on HIV, cholera and Ebola, and distributed information leaflets in refugee camps and settlements.

Highlights

Cholera continues to represent a major public health concern in Eastern and Southern Africa Region (ESAR). From January to December 2018, approximately 37,565 cases and 443 cholera-related deaths were reported in the region with an average CFR of 1.2%. These cases emerged from 10 out of the 21 countries in Eastern and Southern Africa Region (ESAR).
