a) Historique et situation actuelle

Vers la mi-août 2019, des milliers de réfugiés congolais ayant fui le conflit dit « Kamuina Nsapu » vers l’Angola ont exprimé subitement leur volonté de rentrer en RDC, ce qui a pris la communauté humanitaire de court. De plus, alors qu’une grande partie de ces réfugiés est originaire de la province du Kasaï, la quasi-totalité a exprimé le désir de se rendre à Kananga, au Kasaï Central, lors de ce retour. Ceci semble s’expliquer par plusieurs raisons :

Lubango - The drought-stricken population in Huila province has risen from 173,000 to 206,000, with the arrival of people from Namibe and Cunene, particularly herders looking for cattle pasture in the municipalities of Gambos and Matala.

The information was advanced this Tuesday, in Lubango, by the deputy provincial commission coordinator of the drought, Mariana Soma, stating that most of the people immigrated came from the municipalities of Virei (Namibe), Curoca and Ombandja (Cunene).

Since 18 August, thousands of Congolese refugees left Angola to come back to DRC. A Tripartite Agreement was subsequently signed on 23-24 August between UNHCR and the Angola and DRC Governments, to start an organized Voluntary Repatriations movement.

In Kasenyi, Ituri Province, UNHCR and partner CARITAS continued the construction of collective hangars to respond to the arrival of some 4,300 IDPs. So far, 21 hangars are occupied by 252 households. In addition, 333 individual shelters were finalized.

UNHCR and partners are speeding up groundwork for the voluntary repatriation of 4,000 Central African refugees located in camps in Sud Ubangi Province, following a Tripartite Meeting held on 5 July between UNHCR and the governments of DRC and CAR.

From 23 to 25 July in Lóvua settlement (Angola), a first crossborder meeting took place between UNHCR’s DRC and Angola offices, to discuss the voluntary repatriation of DRC refugees from Angola.

Saurimo - The rains that have hit Saurimo in the last 24 hours have left 40 families homeless, said today the spokesman of the Lunda Sul Civil Protection and Fire Service (SPCB), Vitorino Wangunua.

According to the fire service officer, the rains, which were accompanied by strong winds, did not cause human casualties but partially destroyed eight homes.

"The SPCB is working with the Saurimo Municipal Administration to create minimum conditions to support the injured," he said.

During the month, new arrivals continued to be registered, with a total of 572 new arrivals received in Zambia. 411 were from the Democratic Republic of the Congo (DRC) with, 121 from Burundi, 38 from Somalia and other nationalities, two.

1,793 Congolese refugees received the National Registration, Passport and Citizenship Cards (Alien Cards) from Ministry of Home Affairs, with assistance by UNHCR, to enable them have fair access to rights of inclusion in national services, self-reliance, and opportunities to earn a living, and integration into the host country.

Lubango - The National Civil Protection Commission on Wednesday delivered 320 tonnes of foodstuff to support the drought-stricken population in southern Huila province.

The bulk includes 270 tonnes of food and 50 tonnes of clothing and soap.

Some 173,777 people are affected by drought in the province.

The Provincial Commission distributed from February-August this year 555 tons of goods to assist over 40,000 families affected by phenomenon.
