The Special Fund for Emergency and Rehabilitation Activities (SFERA) enables the Food and Agriculture Organization of the United Nations (FAO) to take rapid and effective action in response to food and agricultural threats and emergencies.

The Fund has three components:

(i) a working capital component to advance funds once a resource partner's commitment is secured toward the immediate procurement of inputs to protect livelihoods, restart agricultural activities or contribute to an immediate response to a crisis;

In Syria, opposition forces launched a coordinated offensive in the capital Damascus for two consecutive days on 6 February. Heavy fighting was also reported in Deir Al-Zor, Daraya, Aleppo and Homs. The number of Syrian refugees continued to rise over the past week, amounting to a total of 792,118, an increase of around 59,000 newly registered refugees or individuals awaiting registration compared to last week.

Washington, April 22, 2006-Overall economic growth in the developing world has averaged 4.8 percent a year since 2000, more than double the rate of growth in high-income economies, which averaged 2.0 percent a year. While this robust record has been driven largely by rapid growth in East and South Asia, the newly-released 2006 World Development Indicators shows that in 2004, Sub-Saharan Africa--long lagging behind other regions--achieved an annual growth rate of 4.8 percent, exceeding the 2004 global growth rate of 4.1 percent.
