HIGHLIGHTS

Southern Africa is warming at about twice the global rate and has been buffeted by multiple and compounding shocks.

Some 12 million people in nine countries across the region are experiencing severe food insecurity.
Consecutive shocks have exhausted families’ resilience and decimated their livelihoods.

Families are adopting extreme coping mechanisms, including child labour, child trafficking, early marriage and transactional sex.

ABSTRACT

Introduction

13 Nov 2019 description

The lean season has begun in Southern Africa, with nearly 12 million people severely food insecure, many unable to access clean water, and girls and women reportedly forced to resort to negative coping strategies, including early marriage, transactional sex and trafficking. At least 12 districts are projected to face ‘Emergency’ food insecurity (IPC Phase 4) (3 in Zambia and 9 in Zimbabwe), along with more than 60 per cent (14 out of 23) of communes assessed in three provinces (Cuando Cubango, Huila and Cunene) of southern Angola.

The multiple deprivations affecting vulnerable populations are the greatest hurdle to achieving zero hunger. By directly addressing structural barriers, social protection can help WFP achieve its mandate on nutrition and food insecurity, and reach the most vulnerable, including people living with, at risk of1 and affected by HIV. Reaching zero hunger requires integrated programming aimed at all vulnerable population groups to enable them to access the support systems and services they need to be drawn out of poverty.
