This update concerns the situation of Congolese refugees and asylum seekers in countries in the region.

As of 30 June 2019, 861,077 Congolese refugees are being hosted in several African countries. From 1 January to 30 June 2019 alone, some 49,660 Congolese fled to neighboring countries, with a particularly significant increase in refugee flows to Uganda.

UNHCR together with 57 humanitarian and development partners launched the revised 2019-2020 Regional Refugee Response Plan (RRRP) on 30 June 2019 to help respond to the needs of Congolese refugees in Africa.

1.Situation update

The Ebola virus disease (EVD) outbreak in North Kivu and Ituri provinces in Democratic Republic of the Congo continues.

Since our last external situation report (data reported by 14 July 2019), 91 new confirmed EVD cases with an additional 75 deaths have been reported across the two affected provinces. We continue to observe sustained local transmission with a large number of cases in Beni Health Zone. In addition, cases continue to be exported from Beni to other health zones via the movement of cases and their contacts.

Highlights

Almost half of the countries in Eastern and Southern Africa region (ESAR) have been affected by cholera outbreaks since the beginning of 2019. More than 12,102 cholera / AWD cases including 51 deaths have been reported in 10 countries in the region, with an average Case Fatality Rate of 0.4%, since the beginning of 2019. These countries include; Angola, Burundi, Kenya, Malawi, Mozambique, Tanzania, Somalia, Uganda, Zambia and Zimbabwe. Mozambique accounts for 58.1% (7,034) of the total case load reported this year, followed by Kenya at 23% (2,789).

The International Conference on the Great Lakes Region (ICGLR) plans to empower the Election Management Bodies in the region as a strategy to lessen incidents of violence that results from the electoral processes.

Amb. Zachary Muburi-Muita, the Executive Secretary of the International Conference on the Great Lakes Region (ICGLR) said the 12-member states in the Great Lakes region have committed to strengthening the capacities of political players especially those of the Election Management Bodies (EMBs) to increase acceptance of election outcomes.

• Based on the results of the 2019 Regional Vulnerability Assessment and Analysis (RVAA), it is estimated that 41 million people will be food insecure in the peak lean season, of which 9 million people require immediate assistance (Table 1).

• Zimbabwe, Mozambique and Zambia account for 75% of the total number needing immediate assistance.

• In Eswatini and Lesotho, 20% and 24% of the rural population are in need of immediate assistance.
