The Water, Sanitation and Hygiene (WASH) remains one of the challenging humanitarian and development issues in Afghanistan. Limited access to WASH means a significant burden of poor health, nutrition, education and protection for children and women. The Humanitarian Response Plan (HRP 2019) target envisaged a need for reaching 1.3 million people with WASH services in 2019. The Cluster partners have successfully reached 573,710 people during the period of January to end of March 2018.

Protracted Displacement

The KP merged districts (KPMD) have been affected by underdevelopment for long years. Since 2008, over 5 million individuals were displaced from this area due to a volatile security situation and ongoing military operations. Many of the residents were displaced and returned several times.

After a year of severe drought, flash floods have killed at least 77 people and destroyed thousands of homes in Afghanistan.

More than 42,000 people have been displaced by the floods since the start of 2019. In all, 163,000 people in 16 provinces need urgent help.

SITUATION

• Afghanistan faces severe drought conditions in at least 20 of its 34 provinces. More than 10.5 million people are affected by drought, including 3.5 million people in need of emergency food and nutrition assistance, the Food Security Cluster reports. As of mid-March, more than 62,000 Afghans had returned from Iran and Pakistan since January, and approximately 46,000 people were internally displaced due to conflict and natural disasters, according the UN.

The UN Refugee Agency has been working in Ukraine since 1994 and established a country office the following year. A host country agreement was signed in September 1996.

Ukraine acceded to the 1951 Convention relating to the status of refugees and the 1967 Protocol in 2002. A 2011 law regulates the treatment of refugees and other persons of concern in Ukraine.

In 2013, Ukraine acceded to the two UN Conventions relating to the status of stateless persons (1954) and on the reduction of statelessness (1961).
