Towards the end of the fourth quarter, CERF and its humanitarian partners were challenged by a series of large, complex crises, including three system-wide level-three (L3) emergencies. These crises, in countries including the Central African Republic (CAR), the Philippines, Syria and Yemen, have affected 35 million people who urgently needed emergency relief, protection and basic services. Foreword

WFP is deeply concerned that the scourge of hunger and malnutrition is on the increase across the developing world, with now over a billion hungry people on the planet. The global economic downturn is exacerbating the impact of the food crisis and increasing food insecurity for the world's most vulnerable people, reversing progress toward the Millennium Development Goals.

Part I: Operational Requirements and Shortfalls

Overview of the 2007 Programme of Work

As the end of 2007 nears, the number of people the World Food Programme is seeking to support has risen to 83 million. The amount of food assistance required to assist these people is valued at US$3.4 billion. Considering resources mobilized thus far in 2007, the current level of funding falls short by some US$653 million.

Additional resources amounting to approximately US$800 million are required before the end of 2007 to ensure uninterrupted food aid deliveries for ongoing activities.

Funding Trends and Their Impact on Operations

As of 23 April, WFP's total needs to feed more than 79 million people are estimated at US$3.3 billion. Taking into account donations of more than US$989 million, and carry over stocks, the organisation still has to raise more than US$1.8 billion in 2007 to assist its projected beneficiaries.

Funding Trends and Their Impact on Operations

As 2006 draws to a close, all contributions that WFP receives now will finance beneficiary needs in 2007. However the Programme of Work balances recent funding against the estimated 2006 needs to allow the organisation to provide an overview of needs and shortfalls in an annual framework. Donors are requested to consult the "Projected 2007 Needs for WFP Projects and Operations" (the Blue Book) for further details on 2007 estimated needs.
