Summary

During May, several Desert Locust (SGR1) swarms from northwestern Somalia invaded eastern Ethiopia. On May 14th, an immature swarm dominated the sky over the city of Addis Ababa, Ethiopia (see picture below). This is an extremely rare phenomenon that has not been in more than half a century. The swarm is believed to have escaped from eastern Ethiopia passing through the Rift Valley and crossing Awash where it destroyed a sugarcane plantation. No damage was reported in Addis and the swarm was later seen heading northwest and reached Gojjam.

Since 2007, a stream of reports has documented serious deficiencies during every stage of the refugee experience, from arrival at the border through implementation of a final asylum decision. The humanitarian situation has improved somewhat in 2011, but at the same time the challenge facing Greece has grown. The European Union’s administrative and physical external border control regimes have become more stringent, rendering many former routes into the EU inaccessible.

It is my pleasure to present to you the 2008 Annual Report for the United Nations Central Emergency Response Fund (CERF).

For the millions of people affected by natural disasters and conflict worldwide, 2008 was a year of enormous challenges. More than 211 million people were affected by natural disasters, with more than 238,000 killed and US$200 billion in damages, making 2008 one of the most devastating years in terms of human and material losses.

2008 was a year of major humanitarian challenges. Natural disasters such as Cyclone Nargis in Myanmar, the devastating earthquake in China, flooding in India and Brazil or the hurricanes in the Caribbean once again highlighted the dangers of the unbridled forces of nature. In the complex political crises in Africa, as well as in Afghanistan and Iraq, unresolved conflicts made it impossible to improve the precarious humanitarian situation of people living there.

Preface by the Executive Director

2008 was one of the most challenging — yet most rewarding — in WFP’s history. Faced with the triple threat of the food, fuel and financial crises, this extraordinary organization showed once again that nothing gets between WFP and a hungry child. And, with the new Strategic Plan (2008-2011), we were able to design smarter and more targeted responses than ever before.
