Overview

By the end of June 2019, UNHCR had created 25,208 places in the accommodation scheme as part of the ESTIA programme. These were in 4,418 apartments and 14 buildings, in 14 cities and 6 islands across Greece.

This year, 13,500 people arrived in Greece by sea and land. While living conditions for asylum-seekers have generally improved in the mainland, serious gaps remain in the overcrowded RICs of the islands where some people must remain for their asylum decisions. The poor conditions increase protection risks, including sexual and gender-based violence and lead incidents of tension and violence and contribute to tension. Children and the vulnerable are particularly affected.

Overview

Arrivals in the Mediterranean from 01 January until 30 June 2017 total 102,847 (Greece, Italy, Spain and Cyprus, including arrivals to the Canary Islands and by land to Spain). This compares to 231,075 for the same period in 2016. In the first half of the year, 9,286 persons arrived in Greece by sea (158,377 arrived during same period in 2016, a decrease by 94%).

SECTOR HIGHLIGHTS

1 - Trainings on child protection principles, caring for child survivors of SGBV, child safeguarding, child protection in emergencies and child protection case management were delivered to both Child Protection stakeholders and other sectors encouraging the mainstreaming of the protection of children.

2 - Joint advocacy on child protection issues, including age assessments procedures and practices, was conducted.

SECTOR HIGHLIGHTS

Between January and April 2017, frequent movements of the refugee and migrant population continued to be a challenge for children's access to formal and non-formal education. The population in temporary accommodation sites dropped from 51% to 34%, and the population residing in hotels and apartments increased from 36% to 57%. Accordingly, attendance fructuated, and there was a lack of coordination to ensure the continuity of education activities for those who moved to new sites and apartment schemes.

  • The staff of Philos programme took place in the camps. Discussed and resolved issues about their duties, shifts, etc.

  • An SGBV protocol has been created from KEELPNO with the colaboration of the partners and shared with the HWG.

  • Trainings on SGBV took place on February, March and April.

  • A hunger strike protocol has been developed from KEELPNO.

Asylum procedures: The PWG undertook an analyses regarding the recommendations of the Joint action Plan to implement the EU-Turkey Statement and its eventual impact on the asylum procedure. The Director of the Asylum Office was invited in the PWG and brief partners on the current asylum procedures, and the challenges.

Improvement of living conditions in sites was achieved in 2 islands with major ground/preparatory works in order to receive accommodation prefabricated housing units, over tents. This activity benefited approx. 2000 refugees and migrants.
