Highlights

  • Over 167,000 refugee children benefitted from a conditional cash transfer for education (CCTE) payment for attending school regularly in preceding months – a 22% increase over the September payment.

  • Between April-November, UNICEF and NGO partner ASAM distributed almost 41,800 protection vouchers to more than 18,800 vulnerable refugee families in six provinces, benefitting over 57,700 children.

Executive summary

This evaluation provides an independent assessment of the European Commission's Directorate-General for European Civil Protection and Humanitarian Aid Operations’ (DG ECHO’s) interventions in the humanitarian health sector during the period 2014 to 2016. The evaluation, launched by DG ECHO in November 2016, was carried out by ICF Consulting Services Ltd, with specialist inputs from humanitarian aid and health experts.

  • Fighting between armed groups in Nangarhar displaced more than 61,000 people since mid-October, 45,000 of which have received assistance.

  • Ramped up winterisation assistance reaches the most vulnerable families across the country.

  • The 2018 Humanitarian Response Plan calls for US$430 million to assist 2.8 million people in acute need.

  • Furthermore, 8.7 million people are in chronic need in Afghanistan.

  • As at 13 December, 58,750 refugees have returned to Afghanistan from neighboring and non-neighboring countries since 1 January 2017 (57,409 Pakistan).

  • 390,940 as at 10 December individuals have been newly displaced by conflict since 1 January 2017 and profiled by OCHA as internally displaced persons (IDPs).

  • 87,247 Pakistani refugees from North-Waziristan Agency biometrically registered in Khost province and verified in Paktika province.

The Cluster was activated in March 2008 with UNHCR as the lead Agency supported by IOM as the cochair. The cluster meets monthly at the national level while meetings at the provincial level are based on needs. It has more than 25 members and operates in almost all provinces.

Goal and Objectives

The primary goal of the ES/NFI Cluster in Afghanistan is to coordinate timely response and provision of life saving assistance in meeting the shelter and basic household needs of the most vulnerable affected population.

Overview of the Crisis  

As the conflict strikes larger parts of the country, 3.3 million people are now in need of humanitarian assistance. The years ahead could see a continued or increased contest for control of the country as political competition intensifies in the run up to parliamentary and presidential elections.

Situation

  • More than three decades of war, civil unrest, insurgent activity and recurring natural disasters have contributed to chronic humanitarian need in Afghanistan. As of November, approximately 360,600 people have been internally displaced due to conflict, an estimated 503,300 vulnerable people have returned or were deported from Iran and Pakistan, and natural disasters have affected roughly 111,300 people in 2017, according to the UN.
