Today we began our discussions with the Middle East Peace Process and I was able to debrief Member States on the discussions at the Quartet. From there we had an opportunity to talk about the issues that lie before us in the Middle East and especially my strong desire to see the two parties return as quickly as possible to talks and to get those moving as quickly as we possibly can.

The Libyan crisis being a perfect example of an intervention that is simultaneously military and humanitarian, Parliament organised a hearing on if and how military and political objectives can coexist with humanitarian action when helping civilians in armed conflicts. Politicians, military officers and NGO representatives pointed to lessons from Afghanistan, DR Congo, Haiti and Libya which could help improve the situation and uphold the independence and neutrality of humanitarian actors.

The European Union has a longstanding commitment to Afghanistan and its government. It is a key donor, with Member States and the European Commission together committing around EUR 8 billion for the period 2002-2010. The EU, working with international partners, plays a major role in the stabilisation and reconstruction efforts. The EU has deployed a police mission (EUPOL Afghanistan) under the Common Security and Defence Policy (CSDP).
