Executive summary

Afghanistan has been in the midst of a civil war since 1978. This has severely affected its socio-economic infrastructure and caused large scale displacement of people within and outside the country, as well as high levels of poverty. As a result, access to basic facilities like clean water, electricity and basic health care is very poor. The frequent occurrence of natural disasters like floods, droughts, earthquakes, landslides and severe winters further increase the vulnerability of an already struggling population.

Executive summary

Comprising 45 countries in South Asia, East Asia, Southeast Asia and the Pacific, the region is home to more than half of the world's population, the majority of whom are poor and among the most disadvantaged in the world. Some 600 million women, men and children in the region live below the USD 1 a day poverty line, while 1.8 billion survive on less than USD 2 a day. Compounding the situation, the region is also highly disaster-prone. The diversity, scale and frequency of natural disasters in the region are daunting.

The South Asia region has witnessed heavy annual monsoon rains over the past several weeks, leading to flooding and landslides. While India and Pakistan have been heavily affected, Nepal and Bangladesh have been less so. Although Afghanistan has not experienced a monsoon, the country witnessed flash floods a few days prior to the report being made. The flooding and landslides across South Asia has resulted in a large loss of lives and property affecting millions of people.

The Situation

Afghanistan faced one of the worst winters in recent decades, during December 2007-February 2008.
