1. In a letter dated 21 July 2008, the President of the Security Council informed the Secretary-General of the Council's intention to send a mission to Afghanistan in November 2008. The terms of reference were subsequently approved on 31 October 2008 and distributed to Members of the Security Council (see annex I to the present report). The mission was led by Giulio Terzi di Sant'Agata (Italy).

On 13 September 2007, United Nations Secretary-General Ban Kimoon appointed Catherine Bragg of Canada as Assistant Secretary-General and Deputy Emergency Relief Coordinator in the Office for the Coordination of Humanitarian Affairs.

Ms. Bragg has been the Director-General of the Humanitarian Assistance, Peace and Security Programme in the Canadian International Development Agency (CIDA) since 2004.

Kabul, Afghanistan, Thursday 27 November, 2008: Today, as members of the UN Security Council are visiting Afghanistan, aid agencies working in the country report that their operating environment is becoming increasingly difficult.

Access to communities in need of assistance and protection is shrinking day by day. Thirty humanitarian workers have been killed so far in 2008 - twice as many as last year. Eighty have been kidnapped. Agencies have also had to suspend or modify operations in areas where they have worked for decades due to security concerns.

BAGRAM AIRFIELD, Afghanistan, Nov. 21, 2008 - Soldiers with a battalion of the 101st Airborne Division have rebuilt an aid station allowing them to improve care in a critical part of Afghanistan.

Located in a highly violent area of Afghanistan, Combat Outpost Zirok is near a route insurgents use to enter the country from Pakistan, making a large and organized aid station a necessity.

The outpost's aid station originally was housed in a narrow metal shipping container.

Kabul, 21 November 2008 - Shamellah nimbly picks off discoloured leaves from the young almond and willow trees. There are rows of neatly planted saplings of different heights within the walls that define her small home nursery. Pointing at the larger plants, she says she sold one thousand like them last January for US$880.

DACAAR has begun implementing a 'Cash for Work' project in the Qadis district of Badghis province with funding from the European Commission's Humanitarian Aid department (ECHO). 6,205 food insecure families (43,435 individuals) will be assisted in securing sufficient food stocks to last the four-month winter period.

Last winter, more than 1,000 Afghans died as a result of food shortages and extreme weather conditions.
