Global trends and challenges

More than 1 per cent of people across the planet right now are caught up in major humanitarian crises. The international humanitarian system is more effective than ever at meeting their needs – but global trends including poverty, population growth and climate change are leaving more people than ever vulnerable to the devastating impacts of conflicts and disasters.

1. Summary

In November 2015, more than 1,000 Cuban nationals were reported to be camped out at the Paso Canoas border crossing with Panama. In view of requirements for entering the country and the fact that these migrants did not meet them, a significant amount of people began to congregate in this border community, taking to living in the streets while they waited for a solution to their immigration status. The Costa Rican government issued permits allowing migrants to enter the country and continue on their way to the United States.

The word ‘labs’ is sometimes confl ated with the fashionable nomenclature of innovators, and innovative organizations. For others, the word ‘lab’ may conjure up images of men and women wearing large plastic goggles, and white coats, almost certainly holding test tubes full of colorful – possibly fi zzing – liquid.

International disaster managers responding to earthquakes bemoan the multiplicity and wide range of professional capability, amongst responders professing to be USAR teams. In Bam, Iran during the 2003 earthquake approximately 1300 responders from 34 countries had arrived by day three. Normally the Government of the affected country has limited knowledge of the operational capabilities of teams that arrive.

Introduction

UNHCR's Global Appeal is published yearly to alert governmental and private sector donors, Executive Committee (ExCom) members and Standing Committee observers, Governments and their Permanent Missions in Geneva, the UN Secretariat, UN agencies, intergovernmental agencies, NGOs, regional organizations and other institutions and interested individuals to the plight of millions of refugees and others of concern to UNHCR.
