Global trends and challenges

More than 1 per cent of people across the planet right now are caught up in major humanitarian crises. The international humanitarian system is more effective than ever at meeting their needs – but global trends including poverty, population growth and climate change are leaving more people than ever vulnerable to the devastating impacts of conflicts and disasters.

1. General Overview:

I. The last winter season (2017/2018), was mild as compared to 2017 but with severe cold temperatures. Minus 14 degree was reported in Badakhshan, Bamyan, Daykundi, Paktyia and Ghazni while temperature in Kabul went to minus 8 degree during the winter. There were few incidents of avalanches and limited snow fall.

The 2017/2018 winter period was the fifth consecutive year wherein the main planting season for wheat (October-February) has been compromised due to drought. In 2018, more than two thirds of the country – some 20 provinces – are affected by severe rain deficit and limited snowfall in winter season, negatively affecting water availability and impacting both rain fed and irrigated agricultural lands, and pastures. Due to the drought, nearly 50,000 people from affected provinces have been displaced to Herat and Qalai Naw.

Conflict, natural disasters and cross-border movements continue to increase food insecurity in Afghanistan. Recurrent violence, economic slowdown, crop pests and natural hazards, such as drought and flooding, increased the vulnerability of already severely food-insecure populations, many living in hard-to-reach areas.

Overview of the Crisis  

As the conflict strikes larger parts of the country, 3.3 million people are now in need of humanitarian assistance. The years ahead could see a continued or increased contest for control of the country as political competition intensifies in the run up to parliamentary and presidential elections.

In 2016 over 125 million people living in crisis-affected countries are in need of humanitarian assistance. The humanitarian community is committed to providing aid to over 87 million of those in need. The risks to health posed by humanitarian emergencies are at an all-time high. Developments such as climate change, urbanization, population growth and worsening civil conflict are increasing the frequency and severity of many types of emergencies. Attacks on health workers and health facilities are also on the rise.

Background and Context

One million refugees and migrants have made the perilous journey across the Mediterranean into Europe in 2015. The majority – or 850,000 – have crossed from Turkey to Greece through the Aegean and Dodecanese seas. This movement constitutes one of the largest movements of displaced people through European borders since World War Two.
