A global fund that provides rapid humanitarian aid for overlooked crises, is marking the second anniversary of the World Humanitarian Summit by sharing the impact of its 4th year, through its new annual report released today.

The Start Fund fills a critical gap in humanitarian financing. It pools funding from donors for immediate release for underfunded small to medium scale crises, spikes in chronic humanitarian crises, and to act in anticipation of impending crises.

CERF enables fast, flexible and needs-based support for people affected by humanitarian emergencies. The UN General Assembly established the fund in 2005 to provide timely assistance in crises. Since its operational launch in 2006, CERF has developed a reputation for its ability to kick-start humanitarian action, scale up the response to emergencies and serve as a lifeline for people struggling to survive in the world’s most underfunded crises.

This is the first consolidated presentation of the reported results of CERF funding, covering a full year of CERF allocations. As such, it serves as a pilot and will inform future CERF results reporting. Yemen: The health system in Taizz governorate is close to collapse. All public hospitals have closed, and the remaining health facilities are overwhelmed by severely injured people as well as a dengue outbreak. Access remains severely restricted across the country. Hudaydah port, the main entry point for humanitarian supplies in north and central Yemen, remains closed, and road transport from Aden port to northern governorates remains limited.

Papua New Guinea: 1.8 million people have been affected by prolonged dry spell and frost in the Highlands region; 1.3 million are reported to be most at risk. Crops have been destroyed, and several chools and health facilities have been closed due to water shortages. The affected population is reported to be resorting to less reliable sources of drinking water.

Central African Republic: The CAR President Catherine Samba-Panza named a Muslim as the new Prime Minister. Renewed clashes have displaced 20,000 people in Batafango (Ouham) since July and 17,000 people in Bambari (Ouaka) since June. A total of 890 security incidents were recorded in 2014, hampering humanitarian access.

Summary

During May, several Desert Locust (SGR1) swarms from northwestern Somalia invaded eastern Ethiopia. On May 14th, an immature swarm dominated the sky over the city of Addis Ababa, Ethiopia (see picture below). This is an extremely rare phenomenon that has not been in more than half a century. The swarm is believed to have escaped from eastern Ethiopia passing through the Rift Valley and crossing Awash where it destroyed a sugarcane plantation. No damage was reported in Addis and the swarm was later seen heading northwest and reached Gojjam.

Quarterly Update

Towards the end of the fourth quarter, CERF and its humanitarian partners were challenged by a series of large, complex crises, including three system-wide level-three (L3) emergencies. These crises, in countries including the Central African Republic (CAR), the Philippines, Syria and Yemen, have affected 35 million people who urgently needed emergency relief, protection and basic services. CERF was there to provide a lifeline.

In Syria, despite the start of the Holy Month of Ramadan on 9 July, large-scale operations have been ongoing in several major cities, including Damascus, Homs, Aleppo, and Idlib with regime forces pushing to extend the gains obtained over the past weeks with support of the Lebanese Hezbollah fighters. Infighting within opposition forces has escalated in recent days with clashes reported between various Islamist and more moderate groups, notably between Kurdish fighters and al-Qaeda affiliated Islamists near the border with Turkey in Al-Hassakeh governorate.
