BACKGROUND

The Community-Based Protection (CBP) and Urban Outreach Strategy (2017-2019) for refugees in Pakistan was endorsed in July 2017. The overall goal of the strategy is for refugees living in Pakistan to be empowered and their resilient capacity strengthened, enabling them to minimize their exposure to protection risks and improve their overall protection environment, with a special focus on the most vulnerable.

The four key priorities of the strategy covers:

Localisation of aid, partnership, and capacity strengthening are increasingly prominent issues within the humanitarian sector. Calls for localisation are particularly strong in the disaster-prone region of Asia, with governments responding to humanitarian crises, such as those in Indonesia, Myanmar, Nepal and Bangladesh, limiting the access of international NGOs while encouraging (or requiring) them to work with local organisations.

Appeal history:

● 22 May 2015: CHF 296,549 was released from the IFRC’s Disaster Relief Emergency Fund (DREF) to meet the immediate needs of 10,000 migrants arriving in the islands of Rhodes, Kos, Chios, Lesvos, Samos and Crete.

● 24 July 2015: DREF Operations Update was issued

● 2 September 2015: Emergency Appeal was launched for CHF 3.03 million to assist 45,000 beneficiaries, prioritising the islands of Lesvos, Samos, Kos, capital city of Athens and the border area between Greece and former Yugoslav Republic of Macedonia.

SITUATION OVERVIEW

  • Heavy rains caused flash flooding on 27, 28 and 29 March in six provinces - Faryab, Balkh, Jawzjan, and Sar-e-Pul province in the Northern Region, and Hirat and Badghis in the Western Region. While assessments are ongoing, an estimated 17,000 people have been affected with Balkh and Hirat suffering the worst impacts. These are the first major floods in the Northern Region in the season.

Highlights

• In February, UNICEF supported the Turkish government’s efforts to prevent and address child marriage, with a focus on capacity building. Approximately 460 staff and service providers from the government, armed forces, women’s shelters and violence prevention centres were trained on how to better identify and respond to child marriage cases.

Vaša Prava and UNHCR supported asylum seekers (who registered their claim over nine months ago) to become legally eligible for employment in BiH.
On 2 February, the Una-Sana Canton authorities placed a restriction on the entry of newly arriving single men to the Miral and Bira TRCs.
Approval from the Government of Herzegovina-Neretva Canton is still pending for refugee and migrant children in the Salakovac Reception Center to access primary school.

Situation Overview

As of 19 March, more than 122,600 people across 14 provinces have been identified as being affected by the March floods and in need of humanitarian assistance. As a result of the floods, 63 people are known to have died and a further 31 people have been injured.

134 refugee and migrant children, from House of All, the Žene sa Une safe house, and the Sedra,
Borići, Ušivak, and Bira TRCs were enrolled in primary education.
IOM opened the Borići TRC on 3 January and the first 136 refugees and migrants moved in. The Borići TRC is predominantly for families with children.
Health care services in the Ušivak TRC are now provided by the Sarajevo Cantonal Health Institute through the Hadžići Primary Health Centre, with the support of DRC.

Situation Overview

In Kandahar province, 4,698 households (more than 33,000 people) have been identified as requiring humanitarian assistance as a result of flooding. Across eight provinces and Kandahar city, 1,855 houses have been destroyed and 2,841 houses have been partially damaged by flooding. There was further rain on 10 March, although no new flooding incidents have been reported.
