Nigeria and the western Gulf of Guinea region continue to receive limited rainfall

  1. Continued belowaverage rainfall and high temperatures have strengthened dryness in South Sudan, Ethiopia, Uganda, Kenya, Somalia, and Tanzania.

  2. Below-normal rainfall since April has led to significant early-season deficits and abnormal dryness.

  3. Heavy rainfall along the coast of Tanzania has caused flash flooding in Dar es Salaam. Heavy rainfall is forecast to continue next week.

Serbian authorities said two migrants died and two others were in serious condition after hiding in a tanker truck near the border with Hungary.

The men were discovered on May 21 in northern Serbia when the truck driver opened the tank and saw them lying unconscious.

Hospital officials in Novi Sad told RFE/RL’s Balkan Service that the migrants suffered heatstroke and suffocation. One died on May 22 and the other died overnight. The two others are in intensive care.

According to the Serbian Interior Ministry, at least two of the migrants were from Afghanistan.

The UN Refugee Agency has been working in Ukraine since 1994 and established a country office the following year. A host country agreement was signed in September 1996.

Ukraine acceded to the 1951 Convention relating to the status of refugees and the 1967 Protocol in 2002. A 2011 law regulates the treatment of refugees and other persons of concern in Ukraine.
In 2013, Ukraine acceded to the two UN Conventions relating to the status of stateless persons (1954) and on the reduction of statelessness (1961).

In the first three months of 2019, just over 10,200 refugees were submitted by UNHCR for resettlement1 to 17 countries in Europe.2 This is already almost one third of the total submissions made in 2018, and 60% of the average rate of 16,960 submissions per year during the previous 10 years.

Cross-border movement reduced significantly due to the holy month of Ramadan.
Repatriation of Afghan refugees decreased by 26% compared to 80 refugees that returned between 5 and 11 May 2019. Returns of undocumented Afghans also decreased, by 40%, compared to 432 individuals that returned in the preceding week.
All 80 registered Afghan refugee returnees were provided with cash assistance, while 144 (56%) of the undocumented Afghan returnees were provided post-arrival assistance.

  • As reported on 14 May, approximately 100 Afghanistan National Security Forces members (ANSF) and a small number of International Forces (IMF) forcefully entered an NGO-run health facility in Ghanzi province, aggressing staff, inquiring about patients and searching the clinic.
  • The first quarter of 2019 saw an increase in the number of health facilities and health workers affected by the conflict. 114 medical facilities were attacked in 2019 so far, a stark increase to 2018 when 90 attacks were recorded for the year.

Nine Advice and Legal Aid Centres (ALAC) are operational in the main refugeehosting areas of four provinces and provide free legal support to persons of concern (PoCs): four in Khyber Pakhtunkhwa (KP), one in Sindh and three in Punjab and Islamabad Capital Territory (ICT) through partnership agreements with SHARP and one in Balochistan run by SEHER.

The Proof of Registration (PoR) card is an important protection tool that is issued by Government of Pakistan and provides temporary legal stay and freedom of movement for the 1.4 million registered Afghan refugees in Pakistan. All the PoR cards that expired at the end of 2015 have been extended through official notification until 30 June 2019*.

The Community-Based Protection (CBP) and Urban Outreach Strategy (2017-2019) for refugees in Pakistan was endorsed in July 2017. The overall goal of the strategy is for refugees living in Pakistan to be empowered and their resilient capacity strengthened, enabling them to minimize their exposure to protection risks and improve their overall protection environment, with a special focus on the most vulnerable.

The four key priorities of the strategy covers:
