During the massive influx of refugees and migrants in 2015, Serbia was mainly a country of transit on the route to European Union for the several hundreds of thousands fleeing war and persecution. Even after the EU-Turkey Statement in March 2016 and de facto closure of the borders along the so-called Balkan route, the perception of those that remained stranded did not change and Serbia was still not considered as a destination country by most refugees and migrants, even though transit became ineffective and drastically prolonged compared to 2015 and early 2016.

UNHCR SERBIA UPDATE

  • 3,199 new refugees, asylum-seekers and migrants were counted in Serbia on 13 May. 2,795 (i.e. 87%) were accommodated in 18 governmental centres. Around 400 were still observed outside of centres: around 200 in Belgrade City and some 200 camping close to borders with Croatia or Hungary.

STATISTICS AND HIGHLIGHTS

  • The total occupancy in the government facilities fell to 195, including 51 refugees/migrants remaining in the two transit sites in the West and 66 in the Presevo Reception Centre.

  • Some 330 asylum-seekers waited and 62 accessed Hungarian “transit zones”. Concerns about asylum-seekers lack of access to sanitary facilities was heightened with the announcement of new restrictions to humanitarian access.

  • The number of refugees and migrants in Belgrade and the border with Hungary continued to increase to over 700, while less than 230 remained in governmental accommodation.

  • 400 were sighted Belgrade and over 360 assisted at the Serbia-Hungary border. 68 asylum seekers departed by accessing “transit zones”. UNHCR and partners distributed food and non-food aid. Lack of access to sanitary facilities in both location continued to be of concern.

STATISTICS AND HIGHLIGHTS

  • For the first time since last summer, the estimate total number of refugees and migrants accommodated in governmental sites in Serbia, camping in Belgrade at the Hungarian border or elsewhere, dropped below one thousand. Most now lack any registration or legal status in Serbia.

  • The number of refugees accommodated at Asylum Centres and transit sites fell to 251, with less than 50 in the two transit sites in the West and 115 in the Reception Centre in Presevo.

  • UNHCR and partners learned of 34 irregular arrivals from fYR Macedonia

  • Around 60 asylum seekers departed by accessing procedures in Hungarian “transit zones”.

  • Over 60 asylum seekers departed by accessing procedures in Hungarian “transit zones”.

  • Occupancy in the three transit sites in the West dropped to 100 refugees total and in the Reception Centre in Presevo possibly to below 400.

  • In a tragic event an Afghan man died in a hit and run accident on the Nis-Belgrade highway late Monday night. Reportedly he was traveling with other six individuals near a poorly lit area near the highway. The police is investigating the case.

  • UNHCR is aware of 37 irregular arrivals from fYR Macedonia

  • Estimate of refugees/migrants currently in Serbia: 1,700

  • Small numbers of irregular arrivals were noted during the reporting period. UNHCR got to know about 117 entries, of which 58 from fYR Macedonia and 59 from Bulgaria.

STATISTICS AND HIGHLIGHTS

  • No official arrivals or departures were recorded.

  • In the West, the authorities transferred 150 Syrian refugees (mostly families) from Sid RAP to Principovac RAP. Another group of approximately 10 women and 14 children, mostly single mothers, were transferred from Adasevci RAP to Tutin and Sjenica Asylum Centres. More transfers to Principovac from Sid RAP are expected in the coming days.

HIGHLIGHTS

Refugees and migrants arrived at average pace, including an increase in those arriving via Bulgaria. UNHCR and partners protected and assisted asylum-seekers 24 hours without major problems at all sites.

• 4,040 refugees and migrants arrived: 3,562 from fYRo Macedonia and 478 from Bulgaria.

• 1,982 asylum seekers departed to Croatia.

• 3,754 asylum seekers were registered on 02 December, bringing the total of asylum-requests during 2015 to 492,149.
