Islamabad (Office of the United Nations Co-ordinator for Afghanistan), 24 December 2000 - Ten staff of the United Nations system in Afghanistan today returned from Pakistan to their duty stations inside Afghanistan. As a precautionary measure, the United Nations withdrew its international staff from all areas of the country on 19 December, immediately before the imposition of new United Nations sanctions against the country.

Background

Afghanistan's long-running civil conflict began with the December 1979 Soviet invasion of Afghanistan. The invasion sparked a series of conflicts that spanned most of the next two decades and turned Afghanistan into the world's largest source of refugees and displaced persons. At the height of the war during the 1980s, more than 6 million Afghans "nearly a third of the country's total population" fled the country.

Following intense fighting over the summer in Takhar and Kunduz Provinces in the north of Afghanistan - thousands of families were forced to flee their homes. The majority are rural in origin and have very limited resources and food stocks. The current drought in Central Asia has also resulted in a scarcity of food supplies. In areas bordering Tajikistan, some 13,000 of the estimated 72,000 displaced people are without shelter and cannot meet their basic needs. The need for food, tents and blankets is particularly acute given the harsh winter conditions.

Twenty years of war, combined with the worst drought for over forty years, absence of any infrastructure and economic impoverishment has led to an appalling humanitarian situation with hundreds of thousands of Afghans struggling just to survive. Over one million people rely on food aid and over four million people are thought likely to be seriously affected by the drought.
