I. SITUATION UPDATE
In the north, heavy weapons withdrawal continues with more than 400 weapons collected so far. UN operations in Sangcharak district in Saripul province remain suspended. In the northeast, due to heavy snow and ice on the runway, airports in Kunduz and Fayz Abad were closed.

In the east, UN missions to Nangarhar, Kunar, Laghman and Nuristan provinces remained suspended.

I. SITUATION UPDATE
In the north, withdrawal of heavy weapons to two cantonment sites continues. UN missions to Chimtal district in Balkh province, and Sangcharak and Kohistanat districts in Saripul province were suspended.

In the south, security incidents targeting the aid community continued, including attacks on an UNHCR field unit in Nimroz province and a NGO office in Hilmand province, and kidnapping of two Indian contractors in Zabul province. UN missions in southern, southeastern and eastern provinces remained suspended.

PROGRAMME
In November 2003, WFP assisted 2 million beneficiaries -82 percent of the 2.4 million planned -with 26,800 MT of food, 94 percent of the planned 28,400 MT.

Some 75 percent of food was dispatched for recovery activities, such as food for work and food for education. The balance, 25 percent, was for relief activities supporting internally displaced persons in camps, returning refugees, malnourished children, in-patients in hospitals or clinics, tuberculosis patients and their families and other vulnerable households.

I. SITUATION UPDATE
UN missions remain suspended in southern and southeastern provinces. On 3 December, a grenade was thrown at a Coalition Forces military police patrol in Kandahar city and another hand grenade was thrown to a crowd of people. Three soldiers and the attacker were injured.

Due to ongoing military operations in the eastern provinces of Kunar and Nuristan, UN missions throughout the area remain suspended. UN curfew for international staff in Jalal Abad city is from 19h00 to 05h30.

I. SITUATION UPDATE
The security situation remained relatively calm in the north, northeast, center and west of the country. In the east, several security incidents took place. All the United Nations missions to Kunar and Nuristan provinces remained suspended. Most parts of the south remained high-risk, hampering WFP operations. Threats remained high in all districts of Zabul, in particular, those bordering Uruzgan province and Pakistan. On 11 November, a car bomb exploded in Kandahar between the UNAMA Electoral Office and the UNOPS Office, damaging the UNOPS Office.

UN missions to Kohistanat in Sari Pul province in the north continued to be suspended due to localized fighting.

In the west, missions to Taywara and Pasaband in Ghor province were suspended.

PROGRAMME
In October 2003, WFP assisted 1.8 million beneficiaries, 66 percent of the 2.7 million planned beneficiaries, with 23,600 MT of food, compared to the planned 29,100 MT.

The reduction was mostly due to the security situation in the north, east and south of the country which hampered WFP field operations.
