Northern Mozambique remains at risk for flooding following heavy rainfall from Tropical Cyclone Kenneth

  1. Seasonal rainfall deficits since October have resulted in significant dryness across Angola, Namibia, Zambia, and Zimbabwe.

  2. Continued below-average rainfall and high temperatures have strengthened dryness in South Sudan, Ethiopia, Uganda, Kenya, Somalia, and Tanzania.

  3. Tropical Cylcone Kenneth made landfall over northern Mozambique last week. Heavy flooding is expected to persist into early may with continued rainfall.

"This 17th Edition of To Walk the Earth In Safety summarizes the United States' CWD programs in 2017. CWD assistance provides the United States with a powerful and flexible tool to help partner countries manage their stockpiles of munitions, destroy excess small arms and light weapons (SA/LW) and clear explosive hazards such as landmines, improvised explosive devices (IEDs), and UXO. Our assistance also helps countries destroy or enhance security of their man-portable air defense systems (MANPADS) and their threat to civilian aviation, in addition to other weapons and munitions.

  • In West Africa, market supplies continued to increase in December with the progression of harvests. Coarse grain prices decreased seasonally month-to-month and remain below last year but near average. In contrast, rice prices remained elevated, especially in coastal countries where local currencies have recently depreciated and where inflation has increased. Markets activities remain disrupted and atypical price trends persist in insecurity-stricken Greater Lake Chad basin, Tibesti region, northern and central Mali, and Liptako-Gourma region (Page 3).

Humanitarian aid organizations, while providing lifesaving assistance, must also navigate the web of ethical and logistical challenges inherent to conflict-affected environments. It is often required, for example, that humanitarian actors be escorted within a country by parties to a conflict. Talking with armed groups—especially terrorist groups—even in the context of helping civilians, can be perceived as legitimizing them. Furthermore, it is not always clear whether resources that organizations provide are reaching those they are intended for.
