"This 17th Edition of To Walk the Earth In Safety summarizes the United States' CWD programs in 2017. CWD assistance provides the United States with a powerful and flexible tool to help partner countries manage their stockpiles of munitions, destroy excess small arms and light weapons (SA/LW) and clear explosive hazards such as landmines, improvised explosive devices (IEDs), and UXO. Our assistance also helps countries destroy or enhance security of their man-portable air defense systems (MANPADS) and their threat to civilian aviation, in addition to other weapons and munitions.

2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

This is the first consolidated presentation of the reported results of CERF funding, covering a full year of CERF allocations. As such, it serves as a pilot and will inform future CERF results reporting. This report was compiled on the basis of information provided by Resident Coordinators/Humanitarian Coordinators (RC/ HCs) and Humanitarian Country Teams (HCTs) in 66 consolidated reports covering the results of more than 450 CERF-funded projects.

Global Highlights

•During Q1-2016, FAO’s global cereal price index fell by 14 percent year-on-year thanks to ample supplies and stock positions. The index is now at levels last seen in early 2007. The FAO global food price index is 15 percent lower than in Q1-2015.

Global Highlights

• During Q4-2015, FAO’s global cereal price index fell by a further 15.2 percent year-on-year because of abundant supplies and sluggish demand. The index returned to the level seen before the food price crisis of 2007-08.

Yemen: 14.4 million people are now food insecure: two million more than in June and four million more than before the escalation of conflict in March. 7.6 million people are severely food insecure. Heavy fighting continues, in particular in Al Dhalee and Taizz governorates. Peace talks between Houthi and government representatives, which were expected to begin mid-November, are yet to take place.

Highlights

· FAO’s global cereal price index continued to fall in Q2-2015, down 19 percent year-on-year.

· The real price of wheat dropped a further 9 percent over the last quarter. Prices are 33 percent lower than in Q2-2014, thanks to increased global supply and lower consumption.

· The real price of maize has fallen by 3 percent since Q1-2015 and is 21 percent lower than inQ2-2014. However, global production for 2015/16 is set to be lower and thus prices are likely to rise.

  • In Q1-2015, FAO’s global cereal price index fell a further 13 percent year-on-year. It is now 5 percent lower than in Q4-2014.

  • Real prices of wheat have fallen by 10 percent over the last quarter. Prices are 20 percent lower than in Q1-2014 and at their lowest levels since mid-2010, thanks to large supplies, favourable production forecasts and strong export competition.

Iraq: 700,000 IDPs, mostly in Dahuk and Anbar governorates, are living in shelters that are not adapted for winter temperatures. 945,000 IDPs are in dire need of kerosene for heating.

Afghanistan: Kabul has been hit by at least 12 suicide attacks since early November, with more attacks also carried out elsewhere, fuelling concerns about the protection of civilians.

Philippines: Category 5 Typhoon Hagupit, locally known as Ruby, made landfall on 6 December over the town of Dolores in Eastern Samar province (Eastern Philippines). At least 49 of 81 provinces are potentially at high risk. The typhoon is moving very slowly, potentially subjecting each community in the path of the typhoon to high winds and torrential rainfall for much longer. 1.1 million people are affected.
