Kosovo boosts efforts to aid minority returnees

Despite a slowdown in refugee returns, the Kosovo government said it is working to help those who were displaced in coming home.

Kosovo's bad economy, the absence of housing assistance projects and, at times, threats of violence, have all been factors in preventing returns. But, according to Prime Minister Hashim Thaci, the government will continue to offer financial support for initiatives for the return and reintegration of the minorities.

Serbia: Integration stalled

NOTE: In 2008 Kosovo adopted a unilateral declaration of independence (UDI) from Serbia. The United Nations General Assembly subsequently referred the UDI to the International Court of Justice, which issued a July 2010 advisory opinion affirming that it was “in accordance with international law.” As of November 2010, 72 countries had recognised Kosovo. Serbia has not recognised Kosovo, continuing to regard it as a United Nations-governed entity within its sovereign territory. For the purpose of this overview, references to the situation in “Serbia” since 2008 do not include Kosovo.

Improvements made in human rights protection, women and youth participation, but challenges remain, says Head of OSCE Mission in Kosovo

PRISHTINË/PRIŠTINA, 10 December 2012 – The Head of the OSCE Mission in Kosovo, Ambassador Jean-Claude Schlumberger, said today that despite significant improvements in the Kosovo regulatory framework and increased outreach by the government, challenges remain in human and community rights protection, as well as in women and youth participation in decision-making processes.

Note: In February 2008 Kosovo declared independence from Serbia. DRC building project opened in Bela Palanka

An official ceremony in Bela Palanka in the republic of Serbia marked the opening of a Social Housing Building in a project targeting extremely vulnerable refugees and IDPs.

The aim of the Project “Enhancing Housing Conditions for Extremely Vulnerable Refugees and IDPs towards Durable Solutions” has been to improve living conditions for refugees and internally displaced persons accommodated in “Hotel ES i Remizijana” Collective Center in Bela Palanka, and a number of most vulnerable families living in Bela Palanka Municipality.

Serbia must halt forced eviction of 1000 people from Belvil settlement

More than a thousand people, over 250 Roma families, who reside in Belvil settlement in Belgrade are at risk to be forcibly evicted on Thursday morning.

If the eviction proceeds tomorrow, the Belgrade City authorities will be blatantly flouting international standards that Serbia is party to, Amnesty International said.

The city authorities have failed to provide information, adequate notice, legal remedies and consult people on the plans for evictions. People interviewed by Amnesty International said that they had not even been told why they are being evicted.

EU supports historic step in regional cooperation between Western Balkan countries on refugees and displaced persons

Brussels, 24 April 2012 –Bosnia and Herzegovina, Croatia, Montenegro and Serbia have renewed their commitment, in Sarajevo today, to finding durable solutions for refugees and displaced persons of the 1991-1995 conflict in the region. On this occasion, the international donor community has pledged 261 million in support of the Regional Housing Programme at the International Donors Conference on Durable Solutions for Refugees and Displaced Persons.

Refugee, IDP social inclusion projects receive €2.6m

Belgrade, 28 Feb 2012 – Minister of Labour and Social Policy Rasim Ljajic and Head of the EU Delegation to Serbia Vincent Degert delivered non-repayable aid of €2.6 million to representatives of 25 municipalities for projects of social inclusion of refugees and IDPs, part of an EU funded programme.

At a ceremony at the Palace of Serbia, Ljajic said that with 74,500 refugees and around 200,000 IDPs, Serbia is the 13th country in Europe in terms of the number of the number of refugees.

IOCC sends new wave of relief to Serbia's earthquake survivors

Baltimore, MD (IOCC) — The past year has been a struggle for the villagers living in and around Vitanovac, Serbia, the epicenter of a jarring 5.4 earthquake last November that left two people dead and tens of thousands of people homeless. With winter coming and the need for assistance still critical, International Orthodox Christian Charities (IOCC) through ongoing support from the Serbian Orthodox Metropolitanate of Australia and New Zealand, is delivering much needed relief to families still laboring to rebuild their homes and replace belongings destroyed in the earthquake.

OSCE Mission, local and international stakeholders mark progress in discussion on returns to Nerodime e Epërme/Gornje Nerodimlje village

An OSCE Mission-facilitated meeting with representatives of Ferizaj/Uroševac municipality, Nerodime e Epërme/Gornje Nerodimlje village, Kosovo police, EULEX, UNHCR and the Danish Refugee Council on the returns process concluded successfully in Ferizaj/Uroševac on 9 December 2011.

Both Ferizaj/Uroševac municipality and the receiving community in Nerodime e Epërme/Gornje Nerodimlje village acknowledged the right of displaced persons to return.

Head of the OSCE Mission in Kosovo calls for full respect of human and community rights
