Benchmarks for Durable Solutions for Internally Displaced Persons

At the request of the UN, the Representative of the Secretary-General, in cooperation with the Brookings-Bern Project and the Georgetown University's Institute for the Study of International Migration, developed a set of benchmarks for determining when an individual should no longer be considered to be in need of protection and assistance as an IDP.

Enhanced Protection for Children Affected by AIDS

This paper serves as a companion piece to the widely endorsed document, The Framework for the Protection, Care and Support of Orphans and Vulnerable Children Living in a World with HIV and AIDS. It aims to help translate government commitment into practice, building on the strategies laid out in The Framework. Specifically, this paper articulates the vulnerabilities and protection risks of children affected by AIDS and proposes practical actions to address them, including:

External Evaluation of the Protection Standby Capacity Project (PROCAP)

The evaluation team assessed PROCAP and its constituent elements against three main criteria: relevance, effectiveness and efficiency. It applied these criteria to the different project elements, including deployment of Senior Protection Officers (SPOs), support to stand-by rosters, training and website development, and the management of PROCAP. In conducting the evaluation, the team drew on PROCAP and other documentation, and on interviews with a wide range of agency and donor staff at field and headquarters levels, including those met during visits to Northern Uganda, Sudan and DRC.

Thousands more Timorese become displaced but security improves in capital: UN

More than 5,000 additional Timorese have fled to internally displaced persons (IDPs) camps over the past month or so because of the recent violence in the capital Dili, although this is now under control as more United Nations police are patrolling the streets, top UN officials said today.

The Special Representative of the Secretary-General Atul Khare, head of the UN Integrated Mission in Timor-Leste (UNMIT), said the security situation in Dili over the past week has "remained stable," adding there are now more officers in high-risk areas as well as dedicated

European Commission allocates €1.5 million to victims of internal crisis in East Timor

The European Commission has allocated a further €1.5 million in humanitarian aid to help around 100,000 people displaced or affected by ongoing instability in East Timor. The funds will be used to meet basic needs and facilitate return or resettlement, over a period of 15 months. All funds are channeled through the Commission's Humanitarian Aid department (ECHO), under the responsibility of Commissioner Louis Michel.

Ceasefire ends in Uganda - British Red Cross calls for increased support for over a million displaced

The fragile ceasefire in Northern Uganda ended at midnight last night (28/02/07) leaving the future for millions of Ugandans hanging in the balance. The ceasefire marked a short period of relative peace in a country that has seen a brutal and bloody civil war drive up to 1.7million people out of their homes and into crowded camps in the North and North- East of the country.
