I. NARRATIVE SUMMARY DETAILS OF THE EMERGENCY
Since December 2016, reports started being received of an influx of civilians from Juba arriving in Bentiu, landing in Rubkona and Guit counties. IDPs identified as residing previously in Mangaten area and the Protection of Civilians (POC) sites in Juba were witnessed arriving through commercial cargo flights initiated by the Government of South Sudan, the majority of them women and children. Reports indicate that similar flights have also been leaving from Juba to Jonglei and Upper Nile.

As a result of the lack of livelihoods opportunities in Zaatari camp, UNHCR and partners have focused their efforts on providing a significant number of services through Cash for Work (CfW); an initiative in which refugees are renumerated for supporting partner programming in the camp.

Since the start of winter the electricity cuts in the Gaza Strip have continued to worsen, seriously impacting access to basic human rights of the population of two-million. The current electricity supply stands at four hours, followed by a 12-hour blackout, but on sporadic rotation. The vulnerable populations that live in the hundreds of high-rise building in Gaza face particular difficulty, notably older, sick and disabled people, as elevators are inoperable.

RANGOON — More than 4,000 Kachin IDPs returned to Zai Awng, Magayang and Hkau Shau camps after China denied them entry at the border, according to the Joint Strategy Team (JST) supporting the internally displaced people.
“China is a big nation. They need to respect human rights on an international level. They should protect the people who have no protection from fighting,” JST spokesperson Gum Sha Awng said at a press conference in Rangoon on Friday,
The full implementation of this version of the HIP is subject to the adoption of the decision amending Decision C(2015) 8936 final and conditional upon the necessary appropriations being made available from the 2016 general budget of the European Union.

Of the more than 111,000 people who formerly resided in east Aleppo remain in Aleppo city, 56,054 remained or re-registered in east Aleppo. 50,830 are registered as sheltering in west Aleppo, and 5,077 remain in the Jibreen collective shelter.
As the vast majority of IDPs reside in at least partially damaged houses in east Aleppo, systematic structural assessments urgently need to be carried out before any shelter intervention can take place.
