Situation

1. Heavy rains continue to trigger floods and landslides in Ecuador. During the weekend through 28 April 2002, downpours mainly affected the Pichincha and Guayas provinces.

2. Civil Defense reported the following information about the overall impact on persons and housing as of 29 April:

  • Dead: 28
  • Injured: 6
  • Missing: 3
  • Homeless: 3,027
  • Affected: 51,080
  • Families evacuated: 5,255
  • Houses damaged: 9,541
  • Houses destroyed: 435

Update

The situation remains tense throughout the West Bank with the Israeli Defence Forces (IDF) still partially in Hebron, and conducting incursions and search campaigns in the villages of Dura, Sair, Al-Shuyukh, Kurf Rai and Jayyous.

In Bethlehem, approximately 26 people left the Church of the Nativity, the biggest group to leave since the confrontation began on March 2, following continuing negotiations between Israeli and Palestinian representatives. In Hebron, armored tanks and vehicles have begun withdrawing from the city.

OPT: Humanitarian situation in the Gaza Strip Apr 2002

The overall humanitarian situation in the Gaza Strip remains extremely tense. Tight external and internal closures, dividing the Gaza strip into four intermittently isolated zones, have been reinforced by the IDF since 29 March 2002. The circulation of persons and goods along the main axis connecting southern and northern Gaza has been limited to up to 2-3 hours a day, with several days of total closure. OCHA-Georgia Information Bulletin for the period 21-30 Apr 2002

Earthquake in Tbilisi
An earthquake measuring 4.8 on the Richter scale occurred in Tbilisi, the capital of Georgia, on Thursday 25 April 2002 at 17:41:24 UTC at 41.80N 44.79E and at a depth of 33.0 kilometer. According to the Georgian Geophysical Institute, the epicenter of the earthquake was actually in Tbilisi, in the Nadzaladevi district, in the vicinity of the Tbilisi artificial water reservoir. Tbilisi has been hit several times since then with small tremors. Several lower level earthquakes have also occurred in the Tbilisi area in recent weeks.

Liberia humanitarian situation report Apr 2002


POLITICAL DEVELOPMENTS
Deployment of border patrols

During the reporting period, Government of Liberia started the deployment of confidence building units in accordance with the ECOWAS 15th Protocol on defense and security and in furtherance of the Rabat summit held in February 2002. Deployment of troops across common borders is intended to allow MRU member countries to monitor arms and troop movement, reduce tensions among the states and build mutual trust between governments and their peoples.

Humanitarian situation in Angola: Reporting period 16 - 30 Apr 2002

Critical Issues
  • In a major effort to reach populations in critical distress in newly accessible areas, provincial and national teams composed of Government, UN Agency and NGO representatives began to conduct rapid assessments in 38 locations in 13 provinces. By the end of April, 13 assessments in seven provinces had been completed. DPR Korea OCHA Situation Bulletin Apr 2002

DPRK'S "ALREADY SEVERE HUMANITARIAN CRISIS" WILL DRAMATICALLY WORSEN
On 30 April, Kenzo Oshima, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, WFP Executive Director James Morris, and UNICEF Executive Director Carol Bellamy, held a joint press conference on the poor response to the 2002 Consolidated Appeal for the DPRK. The three agencies highlighted the gravity of the situation and appealed to the international community to respond with fresh pledges of aid.

Humanitarian situation in Angola monthly analysis Apr 2002


Population Movements
During April 2002, approximately 22,766 new internally displaced persons (IDPs) were registered in nine provinces, bringing the total number of persons displaced since the beginning of the year to 150,714. According to the Government, more than four million people are currently displaced in Angola. Of this number, more than 1.4 million IDPs have been confirmed by humanitarian partners for assistance. Provinces with the largest concentrations of IDPs include Bié, Huíla, Huambo and Malanje.

Update

The situation remains tense throughout the West Bank, particularly in Hebron where the Israeli Defense Forces (IDF) entered early in the morning of 29 April 2002. Nine Palestinians have been killed and more than 25 were injured. The IDF remains in over half of the city.

In Bethlehem, the Israeli security forces maintained their positions around the Church of the Nativity, where some 200 Palestinians remain inside. The IDF also remains around Muqata'ah (Yasir Arafat's compound) in Ramallah and in parts of Albireh.

OPT: Report on the UNDAC team activities, 29 Apr 2002

The Governor of Jenin indicated that assistance is needed with institutional building at local, sectoral and national level, as it has been weak and made even worse after the incursion. On the damaged house assessment, there is a need for adequate demolishing equipment, currently not available in town. A delegation of the European Commission visited Jenin for the day to assess the situation.
ICRC informed that they would have to start certification of deaths, as there have been two incidents of two bodies that were wrongly identified. ICRC is providing tracing services

OPT: Report on the UNDAC team activities, 28 Apr 2002

Activities
Noel Mulner, deputy director of UNMAS arrived in Jenin today and had meetings with UNDAC, UNICEF, UNRWA, THW German engineers, Swedish Rescue Service Agency (SRSA). A UN Explosives Advisory Center is to be set up. UNMAS will be heading this structure. SRSA (expert team on explosives) arrived and cleaned the area in the compound where the UXOs were collected. Some highly explosive UXOs are left and secured as much as possible. It remains a serious security issue. Children brought more UXOs into the compound, they were briefed as much as possible on the dangerous implications.
