This report has been prepared by the Office of the Governor of Jonglei State, in collaboration with the Humanitarian Aid Commission (HAC) and the UNDP-UN Disaster Management Team on 30 October 1999.

Present Situation

1. Two weeks uninterrupted rainfall from 9-19 October caused severe flash floods in Pibor town and surrounding areas in East - Jonglei State, Southern Sudan. This isolated area, bordering on Ethiopia, is inhabited by the Murle tribe, which has an estimated 100,000 members.

Famine in Sudan's Nuba mountain region may trigger exodus to towns

Khartoum (dpa) - Inhabitants of Kadugli town in the Nuba mountain region are preparing to move to the Sudanese capital Khartoum and Wad Medani, the second-largest town in Sudan, to escape starvation, the Alwan daily reported Monday.

The newspaper quoted a local government spokesman, Ismail Ali Saad-Eddin, as saying that he had been warned by an international humanitarian agency, Care International, about the grave food and water situation in Kadugli.

He said Care International was planning to airlift relief supplies to the region with effect from November 1.

Floods in Mexico

Direct Relief
On Monday, November 1st, Direct Relief International sent its fifth shipment of medical aid for victims of the worst flooding in the history of Mexico. The rains in the southern Mexican states of Oaxaca, Mexico Hidalgo and Puebla have killed over 400 people and have left hundreds of thousands homeless. The shipment included antibiotics, analgesics, surgical supplies and other emergency medical goods. Distribution of the supplies in Mexico will be handled by Direct Relief's partner agency in the field, the Binational Emergency Medical Committee of San Diego.

Background on the Situation
For the last several weeks, heavy rains have caused severe flooding and landslides in the southeastern regions of Mexico. The flooding and landslides are mainly due to a tropical depression that hit the Mexican states of Puebla, Tabasco, Veracruz and Hidalgo. Torrential rains have created the worst flooding in over forty years and at least 4 major rivers continue to overflow.

Field Exchange Nov 1999: Summary of the Oxfam Review of Bangladesh flood response

Between July and October last year Bangladesh suffered severe flooding regarded as the worst in living memory: two-thirds of Bangladesh was affected resulting in widespread disruption and damage to homesteads and crops. The Oxfam Bangladesh Office (OBO) responded to the crisis by supporting flood relief and rehabilitation activities in charland (river eroded areas) through eight core partners (non-government). Oxfam also supported long-standing partners to deliver health services, food supplements and livelihood support in other severely affected urban and rural areas.

Sudan Bulletin No. 110: 24 - 30 Oct 1999

1. HIGHLIGHTS
Preparation of the UN Consolidated Appeal for the Sudan commenced during the week. In addition to project proposals from UN Agencies, the Appeal for Year 2000 will include projects proposed by INGOs.

The Government of Sudan denied flight access to Duar, Akop, Ganyiel and Allier (Leer) from 23 October until the end of the month; WFP is concerned about the impact on humanitarian activities in these areas.

The first phase of the 1999/2000 annual needs assessment (ANA) has been completed for Northern Bahr El Ghazal, Western Upper Nile and Equatoria.

SIERRA LEONE: More than 625,000 children immunised against polio

A total of 627,978 children were immunised against polio in Sierra Leone's 13 districts on 9-10 October, during the first round of National Immunisation Days for Polio Eradication, the World Health Organisation (WHO) office in Freetown reported.

About 93.1 percent of targeted children

SIERRA LEONE: AFRC leader claims RUF massing in Makeni

Some 2,000 heavily armed Revolutionary United Front (RUF) rebels have arrived in the last two days in Makeni, some 140 km northeast of Freetown, the head of the ex-Armed Forces Revolutionary Council (ex-AFRC), Johnny Paul Koroma, claimed in an e-mail message received by IRIN on Friday.

La Niña Blamed For Weird Mexican Weather

MEXICO CITY (Reuters) - The southeast of Mexico is drenched by devastating rains, but the north has not seen a drop in months; temperatures plummet near Mexico City, while the northwest is baking hot.

1. Heavy rains have caused flooding in four regions of Togo, namely Savanes, Kara, Plateaux and Maritime. Nearly 65,000 are affected, of which over 40,000 are children. Most affected is the region of Savanes, where a total of 42,000 people are suffering from the flood impact. Widespread flooding continues in Mexico and has recently intensified in the state of Tabasco, where 70% of the rural communities were flooded after the opening of Peñitas dam which had been on the verge of bursting. Severe flooding has affected the municipalities of Centla, Centro, Huimanguillo, Jonuta, Macuspana, Nacajuca and Tenosique. Due to the flooding of the Carrizal and Grijalva rivers, low lying areas around the state capital Villahermosa have been flooded. Mexico: President Zedillo supervised housing, highway and aid programs for victims in Oaxaca

He visited the municipalities of San Pedro Tututepec, Puerto Escondido and Huajuapan de León.

A total of 400 million pesos will be allocated for housing rehabilitation and reconstruction programs in Oaxaca.

President Zedillo flew over the Puerto Escondido-San Miguel Sola de Vega highway to verify reconstruction progress.

Mexico: Reports on the measures implemented by the Federal Government to aid communities affected by rain
