General: During the past two weeks, humanitarian agencies have continued to work on the basis of the six main priorities identified in the Inter-Agency Consolidated Appeal. Shots fired along ETimor, West Timor border: Interfet

DILI, East Timor, Dec 29 (AFP) - International peacekeepers fired warning shoots Wednesday along the border with Indonesian West Timor to force a group of Indonesian soldiers to stop firing close to civilians, a statement by the peacekeepers said.

The incident took place near the village of Memo when a patrol from the International Force for East Timor (Interfet) saw "two TNI (Indonesian military) soldiers on the West Timor side" who "appeared to be firing close to civilians," it said.

Reports of starvation in East Timor denied by UN and aid agencies

Humanitarian experts with the UN mission in East Timor today denied reports that 20 people had died of starvation in the Manatuto area over the last week, the spokesman for the Secretary-General told journalists at Headquarters.
The deaths were reported by independence leader, Jose Ramos Horta, and were carried by international news agencies, the spokesman added.

But UN officials and representative of CARE International and Asistencia Medica Internacional (AMI) visited the area on Thursday and concluded there had been no deaths from hunger. AMI runs a mobile clinic in Manatuto.

East Timorese take charge

Dili, 23 December 1999 - Each day, hundreds of refugees still return from West Timor many needing medical attention for malaria, diarrhea, chest infections and other ailments. They will continue to receive assistance upon arrival, but now it will be in a new site with a team of a Timorese doctor and nurses.
Médecins Sans Frontières (MSF) brought in international emergency medical teams to start consulting as soon as security allowed in September. From the beginning, they have been working closely with Timorese health professionals and providing on-the-job training.

The safe and orderly return transportation of displaced persons is the responsibility of IOM by agreement and in close co-operation with UNHCR.

Today, IOM repatriated by air and land a total of 580 East Timorese. One land convoy from Atambua (WT) to Batugade (ET) took place, with IOM providing transportation to 363 East Timorese

Pro-Indonesian militia intimidates Timor refugees: UN

UNITED NATIONS, Dec 22 (AFP) - Pro-Indonesian militia members continue to intimidate East Timor refugees in an effort to dissuade them from returning home, a senior UN official said Wednesday.

The return of the refugees, housed in temporary encampments in West Timor, remains a priority, said the UN's second-in-command of peacekeeping operations, Hedi Annabi.

Speaking to the UN Security Council, Annabi said that despite Jakarta's agreement to the return of the refugees on November 20, "there has been no increase of the rate of return."

ADB Participates In Trust Fund For East Timor, Boosts Water Supply For West Timor

News Release No. 140/99

The Asian Development Bank is participating in a reconstruction trust fund with the World Bank for East Timor. The fund will be used to rebuild sectors such as infrastructure, agriculture, health, education and macro-economics.

The fund will be administered by the World Bank and the ADB will participate in the preparation, appraisal and supervision of projects. The United Nations Transitional Administration in East Timor (UNTAET) and East Timorese representatives will be responsible for approving and implementing projects.

Militia grenade blast wounds seven in Timor border area

DILI, East Timor, Dec 22 (AFP) - Seven people were wounded after a suspected member of a pro-Indonesian militia threw a hand grenade in the border area between East and West Timor, a spokesman for the international peace force here said.

Colonel Mark Kelly said that the grenade blast took place in Indonesian-controlled West Timor across the border from the East Timorese border village of Nemo on Monday.

Kelly said people in a market got involved in an argument. People there identified one of the persons involved in the dispute as being a suspected members of the militia.

Militias remain in West Timor but their power is fading

ATAMBUA, Indonesia, Dec. 19 (AFP) - One week after the commander of pro-Indonesian militias ordered his forces to disband, militias remain present here but their power is fading, aid workers say.

"I think the militia are facing an identity crisis about their future, whether or not the government of Indonesia will continue to support them. So the cohesiveness of this group has become weaker," Quang Bui, senior protection officer for the UN High Commissioner for Refugees (UNHCR), told AFP here on Saturday.

Since last Friday, UNHCR has evacuated by helicopter some 1,200 Chechen refugees from a remote mountain village of Shatili in Georgia, on the southern slopes of the Caucasus, just across the border from Chechnya, to villages in the Pankisi valley in the Akhmeta region of north-eastern Georgia. The arrival of the 1,200 brings the total number of Chechen refugees in Georgia to 5,000 - virtually all of them accommodated in the Pankisi valley.
