Latest Developments

On 21 February, an Israeli military court issued a prison sentence of 18 months to an Israeli soldier, who, in March 2016 in Hebron city, shot dead a wounded Palestinian after he carried out an attack. According to the court ruling, the injured man was lying on the ground without posing any threat, when he was killed.

Highlights

  • Humanitarian partners have mobilised to respond to humanitarian needs resulting from new military operations in western Mosul city launched by Iraqi Security Forces (ISF) on 19 February. The initial humanitarian impact of these advances during the first few days of the offensive was not high, as security forces moved through sparsely populated hinterland areas where most civilians had already fled and due to the Iraqi Security Force’s (ISF) continued adherence to the humanitarian concept of operations.

Highlights

  • At least 14,827 people were displaced due to military activity between 27 January and 10 February 2017, a further 300 were displaced because of attacks by armed groups.

  • The risk of famine will remain high in Nigeria’s northeast over the coming year, according to the Famine Early Warning Systems Network (FEWSNET).

  • Almost 3 million children, aged 6 months to 10 years, were vaccinated in the recent national vaccination campaign against measles in Adamawa, Borno and Yobe states.

  • Pleasing to report is the noticeable decline in cases in Tanzania – for week six, only 20 cases were reported and indeed, the daily bulletin for 19 February states that “No (0) new suspected cholera case was reported”. This is the first zero case report since the current outbreak started in August 2015!

Countrywide Conflict Displacement

The total number of individuals displaced by conflict in 2016 has risen to 652,690 as joint teams finalise assessments of those displaced last year. In 2017 so far, 15,445 individuals have been verified as displaced, with 18 out of 34 provinces recording some level of forced displacement.

Desde el 11 de febrero la comunidad del resguardo indígena de Santa Rosa de Guayacán de la etnia Wounaan Nonam, compuesta por 153 personas (31 familias) se desplazó al casco urbano de Buenaventura, como consecuencia del accionar y la presencia de hombres armados en el territorio (ver Flash Update No. 1), presumiblemente miembros de un Grupo Armado Posdesmovilización (GAPD).

Desde el 10 de febrero por lo menos 96 familias se han desplazado de los municipios de Tibú y Teorama (ver Tabla), como consecuencia de la presencia de un grupo armado posdemovilización.
Algunas de las familias afectadas (aún sin precisar el número) se desplazaron de manera interveredal en territorio colombiano (vereda la Cooperativa municipio de Convención) y otras se fueron hacia Venezuela. La Defensoría del Pueblo registra que algunas de las familias ya han retornado a sus comunidades.

Highlights:

  • On 23 January, tensions and small-scale clashes erupted between non-state armed groups (NSAGs) in Idleb Governorate and the western countryside of Aleppo, hindering civilian and humanitarian movement.

  • On 24 January, due to the escalation in tensions and continued clashes, UN cross-border shipments were suspended, but resumed the next day. Additionally, a number of humanitarian organizations temporarily suspended food distributions, education activities, and WASH projects.
