Humanitarian Negotiation: Observations from Recent Experience

During the last twenty years, the United Nations, the Red Cross Movement and non-governmental organisations (NGOs) have had to increasingly utilise negotiation to ensure access and the provision of humanitarian assistance to those in need. Current trends of increasing international and intrastate conflict are likely to continue and thus negotiated access will remain an important issue. After a number of years of experience with such negotiation it may now be time to take stock of the lessons learned.

Population Mobility and AIDS - UNAIDS Technical Update February 2001

Report
UNAIDS
Migration, mobility, and HIV/AIDS are major global phenomena at the beginning of the new millennium. Since the start of the HIV/AIDS epidemic, a concern of governments has been that people moving between countries might be spreading HIV. Today, however, there is increasing recognition that migrants and mobile people may be more vulnerable to HIV/AIDS than are populations that do not move. They may acquire HIV while on the move, and take the infection back with them when they return home, often without even knowing it. They also face greater obstacles in

AFGHANISTAN: Afghans celebrate heaviest snowfall in three years
Residents in the capital Kabul and elsewhere in the country celebrated the heaviest snowfall in three years after some 20 centimetres of snow fell overnight, the Associated Press (AP) reported on Thursday.

The snow was welcomed by residents and Taliban officials alike, hoping it would replenish the country's diminished water resources, exhausted by the worst drought to hit the country in 30 years.

In addition to 21 years of war, the drought has further weakened the Afghan country, forcing hundreds of thousands

European Union
Brussels, 31 January 2001, 5692/01 (Presse 31), P 018/01
The European Union has followed recent developments in Zanzibar and in mainland Tanzania with dismay, and deeply regrets all loss of life. Report
IRIN
ISLAMABAD, 1 February (IRIN) - The situation for thousands of Afghan refugees in the makeshift refugee camp of Jalozai, near Peshawar in Pakistan's North West Frontier Province, is now beyond critical, according to relief workers. UN officials have now made an urgent call for immediate international assistance to deal with what many are describing as one of the worst humanitarian crises in the world today.
"There are no words to describe what you see there. It was one of the biggest shocks of my entire career," UNHCR representative to Pakistan, Hasim Utkan, told IRIN on Tuesday.

Handicap International Turkey Programme Bulletin No. 8

EDITORIAL
1, 2, 3, 4... Wintertime has been a period for protocol, cocktails and speeches. In three months, the four centres, that Handicap International is supporting or has built, have been inaugurated. It has been a time for congratulations, applause and thanks.

But now, it is time for us and our partners to take out the tie, put on the coat or the apron and roll up our sleeves. Many people are awaiting our support outside. Many more will be sent by the muhtars and other representatives of the communities who have been informed about the services delivered in the centres.
