Aiming to enhance the World Bank's ability to respond more effectively and efficiently to the needs of societies rebuilding after conflict, this study assesses recent Bank experience and extracts lessons for ongoing and future operations.

The report is primarily based on nine case studies - Bosnia and Herzegovina , El Salvador, Uganda, Cambodia, Eritrea, Haiti, Lebanon, Rwanda, and Sri Lanka, with the following issues were analysed for each:

The Root Causes of Conflicts: Some Conclusions

This paper analyses the root causes of complex humanitarian emergencies. Through the combination of case studies and econometric analysis, the author identifies predisposing conditions for conflict, in particular arguing for horizontal inequality, i.e. inequality among groups, as the fundamental source of organised conflict. TIRANA, June 1 (Reuters) - Hundreds of ethnic Albanians from Kosovo have crossed into Albania to flee weekend fighting in the volatile Serbian province, officials said on Monday.

The Albanian interior ministry said around 1,000 people had fled, while international organisations in Tirana put the figure at up to 400.

''There are around 1,000 refugees as of our nine o'clock (0700 GMT) update this morning,'' Interior Ministry spokesman Artan Bizhga told Reuters.

Afghan quake toll rises as UN moves to help survivors

Authorities in northern Afghanistan say the death toll from a powerful earthquake in the region has risen to 4-thousand and may be as high as five-thousand.

The United Nations is spearheading an urgent operation to bring food and shelter to thousands of survivors.

Emergency supplies of food, medicine and tents are being airlifted into Faizabad and Kwaghadur airports in the quake zone, which was hit by a tremor measuring around 7.0 on the Richter scale on Saturday.

Aid workers said the weather in the mountainous region was deteriorating rapidly, with heavy rain, flood, and low clouds

Killer quake tops years of Afghan misery

KABUL, June 1 (Reuters) - The grass on the graves from February's killer quake was growing in the summer sun when Saturday's tremors jolted one of the poorest spots on the planet and created thousands more.

Hillsides shook, houses crashed down gorges and terrified peasant farmers collecting wheat in the fields began anew to reap a crop that Afghanistan has in plenty -- misery.

"The destruction was quite amazing," the United Nations Coordinator for Afghanistan, Alfredo Witschi-Cestari said on return from Shar-i-Buzurg, the most seriously affected area.

Relief effort starts in Afghan quake, thousands die

KABUL, June 1 (Reuters) - Scrambling against time and hostile terrain, relief agencies launched a major emergency operation on Monday for survivors of a devastating earthquake that killed thousands.

Aid agencies said there was an urgent need for medicine, blankets and shelter for thousands made homeless by the second massive quake since February.

"The key this time, as it was last time, is getting shelter for these people," said United Nations spokeswoman Sarah Russell in Islamabad, capital of neighbouring Pakistan.
