Anti-personnel Landmines: Friend or Foe?

It has been generally assumed that anti-personnel landmines are an indispensable weapon of war, and that their indiscriminate effects can be moderated through compliance with military doctrine and the rules of international humanitarian law. This study examines the military case for continued use of these weapons in light of their employment in actual conflicts since 1940, whether by professional armed forces, by insurgents or in counter-insurgency operations. It has been undertaken in the absence of other publicly available studies on the actual use and effectiveness of anti-personnel mines.

Government Terror Campaign

Two weeks ago, the Government of Sudan bombed the village of Chukudum, just as the Diocese of Torit was concluding its annual pastoral meeting in that location. On Wednesday (30 Jul), JRS Nimule received a report of the bombing of Labone, a large centre for internally displaced Sudanese. An initial unconfirmed report stated that the bombs fell near the CRS (Catholic Relief Services) compound in the centre of town . JRS's Br Mike Foley said he was expecting that Nimule would be the next target in the ongoing terror campaign.

Albania faces arms looting crisis

Albania's Defence Secretary Perikli Teta says looting of military depots has escalated in recent days, with the stolen weapons sold illegally to neighbouring countries.

The AFP news agency, quotes Mr Teta as saying that over the past four days, large numbers of weapons, as well as ammunition, have been stolen from military bases in Albania's south.

Mr Teta said the damage inflicted on the Albanian army is worrying, adding that gang attacks on military installations in the south are on the rise.

WFP protests the requisition of its food stores in Sierra Leone

Rome, 1 August 1997 -- The United Nations World Food Programme (WFP) protested strongly today against the requisition of all its food stores in Freetown by the Armed Forces Revolutionary Council (AFRC), which has ruled Sierra Leone since the May 25 coup.

WV Sudan Staff Robbed at Gunpoint in Yambio

World Vision Sudan staff based in Yambio were robbed and held at gunpoint in their
compound during a midnight attack which lasted for three hours on 31 July.
With robbery as the apparent motive, the estimated 10-15 bandits stole computers
and personal effects after subjecting the staff to a terrifying three-hour ordeal in which

UN Regrets Breakdown In Sierra Leone Talks

UNITED NATIONS, New York (PANA) - The UN Security Council has renewed its call on the military regime in Sierra Leone to return power to elected President Ahmed Tejan Kabbah, who was ousted in a May 25 coup.

The council's call was in reaction to reports of breakdown in talks between ECOWAS officials and representatives of the regime.
