Focusing on the special needs of unaccompanied children seeking asylum, this document provides recommendations for government bodies, specialized agencies and individuals in delivering an effective continuum of care and protection.

Highlighting the importance of a comprehensive approach, the document seeks to promote awareness of special needs of unaccompanied children and the rights reflected in the Convention on the Rights of the Child as well as stimulate discussions on how to develop principles and practices to ensure these needs are met.

Zairean Army Aims To Recapture Walikale

KINSHASA, Zaire (PANA) - A Zaire Defense Ministry official has said that the primary objective of government troops is to recapture from rebel forces the district of Walikale, eastern Zaire.
"The recapture of Walikale is a first rate objective for FAZ as the district forms the cross roads to Goma and Bukavu," the official said.

The official, who wanted name and position withheld, said there had been fierce fighting on the Osso river between the anti-government forces, known as the Banyamulenge, and the army.

U.N. Forces To Begin Leaving Angola late February

LUANDA, Angola (PANA) - United Nations forces in Angola will begin leaving Angola Feb. 28, the U.N. special envoy to Angola, Alioune Blondin Beye, said Friday.
He said the pace of the withdrwal, to be phased over seven months, will take into account progress in the peace process. The next step in this process is the creation of a government of national unity, and the formation of a new national military uniting former rebels and government troops.

Beye made the disclosure after confering with the speaker of the Angolan parliament, Roberto De Almeida.

UN Warns On Delay In Implementation of Peace Accords

UNITED NATIONS, New York (PANA) - The UN Security Council has warned that failure to implement a recent agreement on the formation of a Government of National Unity and Reconciliation (GNUR) could jeopardise the Angolan peace process.

In a presidential statement in the New York on Thursday, the council threatened to consider "appropriate measures" against those responsible for the delays in implementing the agreement.

Sudan's Civil War Looking Less Civil

JOHANNESBURG -- Rebels trying to overthrow Sudan's Islamic regime are posing one of the biggest challenges in 13 years of civil war, thanks to new ties with the northern opposition and some apparent help from outside friends.

In the last three weeks, the rebels have swept through more than 10 towns. Wednesday, they reported they had captured two towns less than 20 miles from the strategic Roseires Dam, although the report couldn't be independently confirmed.
