Technical Support for Refugees

This conference reports presents the results of a conference on providing appropriate and immediate technical support such as water supply, sanitation, shelter and access for refugees.

Addressing problems of poorly prepared and coordinated response and seeking to enable victims of future disasters to be helped more effectively, the conference sought to provide an opportunity for relief staff to learn from past mistakes and consider ways of improving their response.

OFDA Annual Report for Fiscal Year 1992

The report of the OFDA FY1992 covers natural disasters as well as civil strifes occurred during the year. With its PMP (Disaster Prevention, Mitigation and Preparedness) Division, OFDA especially carried out its programs and put most of its resources on hazard-prone regions, such as Latin America, Asia and Africa. The report tells readers how and for what kind of programs had the budget been used, and to what extent the programs had benefited.

(LOCAL TIME) ON 8 DECEMBER 1992, AFTER TORRENTIAL RAINS, MUDSLIDE BURIED MINING CAMP LLIPI OF OVER 1,000 PEOPLE LOCATED IN LARECAJA PROVINCE, 285 KM NORTH OF LA PAZ (A 14 HOUR CAR RIDE FROM LA PAZ IN NORMAL CONDITIONS). DHA-UNDRO/UNDP REPRESENTATIVE REPORTS THAT RESCUE OPERATIONS STARTED ON SAME DAY BUT MADE DIFFICULT BY POOR ACCESS ROADS DAMAGED BY RAINS. MAIN IMMEDIATE PROBLEM WAS EVACUATION OF INJURED TO NEAREST MEDICAL CENTRE THREE HOURS AWAY BY ROAD.

1. DHA-UNDRO RESIDENT REPRESENTATIVE IN BARBADOS REPORTS FOLLOWING. COMMENCING SUNDAY, 29 NOVEMBER 1992, ST. VINCENT HAS SUFFERED HEAVY RAINS CAUSING SEVERE LOCAL FLOODING. VIOLENT
TROPICAL STORMS CAUSED THE AIRPORT TO BE CLOSED (SINCE RE-OPENED). A RIVER BURST ITS BANKS AT MESOPOTAMIA, RESULTING IN THE DEATHS OF 3 CHILDREN.

2. COASTAL ROADS ON BOTH SIDES OF THE ISLAND WERE PARTIALLY BLOCKED BY LANDSLIDES, AND HOUSING HAS BEEN DAMAGED.

The Silent Emergency: HIV/AIDS in Conflicts and Disasters

This conference report offers information on how HIV/AIDS does or does not inform policies of key emergency actors and identifies policy gaps in relation to HIV/AIDS prevention and care for refugees and displaced people.

Giving recommendations for humanitarian agencies, the report is based on a one day seminar, "Silent Emergency: HIV/AIDS in Conflicts and Disasters", held in London in June 1999.

Guidelines on Aid and Environment

The OECD Development Assistance Committee (DAC) seeks to improve and co-ordinate Member policies which will integrate development and environment imperatives. The Guidelines are designed to help policy makers and practitioners address serious national, regional and international environmental problems.

Guidelines No. 3: Guidelines for Aid Agencies on Involuntary Displacement and Resettlement in Development Projects calls on project designers and implementors to ensure that the population displaced by a project receives benefits from the changes and that it is
