1. FURTHER TO TRAGIC GAS LEAKAGE 3 DECEMBER 1984 WHICH KILLED APPROXIMATELY 2,500 PEOPLE AND AFFECTED OVER 150,000, ASSISTANCE NOW NEEDED FOR SURVIVING VICTIMS OF EXPOSURE TO TOXIC GAS.
EVACUEE CAMPS HAVE BEEN SET UP. APPROX 70,000 PERSONS NEEDING MEDICAL ATTENTION, OF WHICH 2,000 CURRENTLY HOSPITALIZED. SYMPTOMS INCLUDE EYE, CHEST AND OTHER HEALTH PROBLEMS. LONG-TERM EFFECTS NOT YET DETERMINED.

UNDRO LAUNCHING SPECIAL APPEAL FOR URGENT ASSISTANCE TO MEET INCOUNTRY TRANSPORT COSTS OF 6,030 TONS OF FOOD AID ATTRIBUTED BY FAO/WFP TO DROUGHT VICTIMS. NEITHER GOVERNMENT OF RWANDA, NOR WFP, CAN MEET INTERNAL DISTRIBUTION COSTS IN ACCORDANCE WITH GOVERNMENT PLAN BASED ON AVERAGE DISTANCE OF 250 KMS AT US DLRS 65 PER TON. ACTING UPON GOVERNMENT'S AND WFP'S REQUEST, UNDRO LAUNCHING EMERGENCY APPEAL FOR US DLRS 400,000.

SITUATION

1. MOST RECENT OFFICIAL DAMAGE ASSESSMENT AS FOLLOWS: 134 DEAD, 650,000 SERIOUSLY AFFECTED. 31,000 HOUSES COMPLETELY DESTROYED AND OVER 120,000 FLOODED AND DAMAGED. OUT OF 198,000 HA RICE PADDIES FLOODED, TOTAL CROP LOSSES OCCURRED ON 55,000 HA. CROP
LOSSES ALSO ON 6,310 HA MAIZE, 8,652 SWEET POTATOES AND 16,000 MANIOC. SOME 400 SCHOOLS AND 230 NURSERIES DESTROYED.

The Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) is one of seven core international human rights treaties. Each of these treaties has established a committee of experts to monitor implementation of the treaty provisions by its States parties.

CAT is supplemented by an Optional Protocol dealing with specific concerns.

20 Years of Response, Annual Report FY 1984: Office of US Foreign Disaster Assistance, Agency for International Development

OFDA's mission is to provide humanitarian assistance to victims of disasters around the world. The office responds to all types of natural disasters, including earthquakes, volcanic erupt ions, cyclonic storms, floods, and droughts. It also provides technical assistance in the wake of accidental or man-made catastrophes, such as oil or toxic waste spills, power shortages, fires, explosions, and air crashes. When large numbers of civilians are affected by civil strife and temporarily forced to abandon their homes and livelihoods, OFDA provides immediate assistance.
