Helpdesk Research Report: Donors’ and agencies’ humanitarian protection frameworks

  1. Overview

This report provides information on the strategy documents that frame different donors’ and humanitarian agencies’ approaches to protection, and highlights the key focus of each document. Many definitions of humanitarian protection exist, with many donors supporting, and agencies undertaking, protection activities. These are mostly in situations of conflict, or as a result of natural disasters, such as an earthquake or famine.

The January 2010 earthquake that devastated Haiti directly affected the infrastructure and personnel of the Ministry of Agriculture, Natural Resources and Rural Development (Ministere de l'Agriculture des Ressources Naturelles et du Developpement Rural, or MARNDR). It weakened the ministry's capacity to lead the economic recovery and food security improvements of the country, and set back research, innovation, and extension systems in the agricultural sector.

Climate Change Development Policy Loan Project

Ratings for the Climate Change Development Policy Loan (DPL) Project for Brazil were as follows: outcomes were satisfactory, the risk to development outcome was low, the Bank performance was satisfactory, and the Borrower performance was also satisfactory. Some lessons learned included: the Government of Mexico (GoM) was, and continues to be, fully committed to its climate change adaptation and mitigation agenda. This DPL supports Mexico's program, and the country is increasingly recognized as an international leader in this area.

• Cereal prices have continued to rise during this quarter, in anticipation of a poor harvest. The introduction of WFP’s food voucher scheme appears to have exacerbated the price rise in a number of markets in North Darfur, including El Fasher, Seraf Omra and Kebkabiya, although this deserves further investigation.

• Seriously deteriorating food security in Malha is evident from the high millet prices and deteriorating terms of trade between cereals and livestock

WFP Food Security Monitoring System (FSMS) - West Darfur State: Round 11 (November 2011)  

Executive Summary

• Data collection was jointly conducted with the state Ministry of Agriculture in November which the beginning of the harvest period, with a total of 690 interviewed households in 22 locations.

• The overall food security situation in West Darfur has deteriorated in November 2011 for all population groups compared to May 2011 and Nov 2010.

• Gender and education level of household head has a clear impact on the households food security status.
