Permanecer y Cumplir: Buenas prácticas para el personal humanitario en entornos de seguridad complejos

Proveer asistencia humanitaria en medio de un conflicto siempre ha sido una tarea peligrosa y difícil. Sin embargo, en la última década las bajas de trabajadores de asistencia humanitaria se han triplicado, llegando a alcanzar más de cien muertos al año. Desde 2005, la mayoría de los ataques violentos a personal humanitario se ha concentrado en un número reducido de países, que constituyen los contextos de operaciones más difíciles e inestables. Los ataques en algunos de esos sitios se han hecho más letales y sofisticados, y el número de secuestros ha aumentado drásticamente.

Humanitarian Action under Scrutiny: Criminalizing Humanitarian Engagement

I. EXECUTIVE SUMMARY

This Working Paper presents HPCR’s research to date on dilemmas arising from the intersection between, on the one hand, counterterrorism laws and policies prohibiting engagement with certain non‐state entities (NSEs)1 and, on the other, humanitarian access and protection of civilians in armed conflict. This Working Paper aims to provide HPCR’s initial analysis of these dilemmas and to suggest key areas for future research and policy engagement.

Measuring the value of land: The economics of desertification, land degradation and drought

The economic dimension of desertification, land degradation and drought ( DLDD ) is increasingly gaining importance.

For this reason, the UNCCD has launched an initiative to help make the economic side of desertification, land degradation and drought ( DLDD ) an integral part of policy strategies and decision-making. An important step in this direction was the Partnership meeting on the Assessment of the »Economics of Desertification, Land Degradation and Drought« ( EDLDD ), held December 14 – 15, 2010.

MAG Iraq Programme update February 2011

Reporting period: 01 – 28 February 2011

Summary of outputs:

• MAG teams released 320,150 m2 of land through a combination of electronic, hand mechanical, MDD clearance and area reduction

• MAG teams removed and destroyed 5,062 hazardous items

• CWD response teams completed 235 emergency response tasks to safely remove and destroy different types of Conventional Weapons (CW)

• MAG CL teams conducted 181 Mine Risk Education (MRE) sessions and 5 Small Arms and Light Weapons Risk Education (SALWRE) targeting 3,498 beneficiaries

WFP Food Security Monitoring System (FSMS): West Darfur State, Round 9 (February 2011)

Main Findings

• Overall, findings indicated a good food consumption situation with 80 percent of the interviewed IDP and refugee households as well as 90 percent of resident and mixed community households having an acceptable food consumption score.

• The food security situation has remained relatively stable for all community groups and has significantly improved for resident communities compared to February and November 2010. This is attributed to an acceptable food consumption score combined with an improved income situation.

WFP Food Security Monitoring System (FSMS): South Darfur State, Round 9 (February 2011)

Main Findings

• The overall food security situation within the covered locations in February 2011 shows that rural camps are more food insecure compared to urban camps. The stable food security situation in urban camps is mainly attributed to more income opportunities, regular food distribution and a smaller price increase for essential commodities in the urban markets.

Main Findings

• The proportion of food secure households in the IDP category has increased compared to February 2010. However, there is a significant drop in the proportion of food secure households in the resident community category compared to February 2010. This can be attributed to the increase in cereal prices and the early ending of seasonal support in October 2010.
