UNHCR and community development: a weak link in the chain of refugee protection?

In its Executive Committee conclusions, organizational structure and policy statements, UNHCR has expressed its commitment to a community-based approach. But the organization's justification for such an approach has only been made in
general terms.

UNHCR has not clearly articulated how such an approach relates to UNHCR's core mandate of refugee protection, not has it explained how one might assess the impact of community development upon refugee protection. The relationship of community development to resource allocation also remains under-explored. As a result, UNHCR managers do

Targeting Poverty and Gender Inequality to Improve Maternal Health

Hundreds of thousands of women die every year in childbirth or from pregnancy-related causes. Virtually all of these maternal deaths occur in poor countries. In order to reduce maternal deaths and improve the overall life chances of poor mothers, policy and programs must address poverty and gender inequality, two inter-related, root causes of maternal death.

This paper examines the ways in which poverty and gender inequality impact maternal mortality by creating barriers to maternal healthcare access and utilization. It also analyzes strategies

Health Sector Self Assessment Tool for Disaster Risk Reduction

Well-designed and comprehensive surveys are costly and extremely time consuming to carry out. Often, by the time the information is collected and properly analyzed, it is out of date. Therefore, PAHO has looked for ways to help national health authorities assess or re-evaluate on a more frequent basis their progress in this important area. During working group discussions at the 2008 Caribbean Health Disaster Coordinators meeting, and under the framework of PAHO's Disaster Strategic Plan, participants rallied around the idea of developing a Health Sector

2010 Global Hunger Index - The challenge of hunger: Focus on the crisis of child undernutrition

As the world approaches the 2015 deadline for achieving the Millennium Development Goals (MDGs)-which include a goal of reducing the proportion of hungry people by half-the 2010 Global Hunger Index (GHI) offers a useful multidimensional overview of global hunger. The 2010 GHI is the fifth in an annual series that records the state of global, regional, and national hunger. The 2010 GHI shows some improvement over the 1990 GHI, falling by almost one-quarter, but overall the index for hunger in the world remains at a level characterized as serious.

The GHI captures three dimensions of

Additional support for the EEPCT programme is through a contribution of €4 million from the European Commission (EC).

This report provides a synthesis of

Food Security and Human Development in Africa: Strategic Considerations and Directions for Further Research

Preliminary Draft
This paper argues that food security and human development are intricately linked, and that
meaningful progress on the one cannot be sustained without concomitant progress on the other. The
paper surveys recent research on various aspects of the linkages between food security and human
development and highlights areas where further research would enrich our understanding of the
complex interactions and synergies between the two. It concludes by calling for a more systematic
investigation of the human development-food

Forced Migration Review Supplement - HIV/AIDS, security and conflict: making the connections

The interconnections between conflict and HIV/AIDS are more complex and less obvious than is often thought. HIV/AIDS affects the lives of many: those people caught up in conflict, those who are the protagonists in conflicts, and those whose role it is to provide security during and after conflict.

The AIDS, Security and Conflict Initiative (ASCI) undertook research over a number of years to examine the connections, to gather evidence and to advance analysis. This 32-page special FMR supplement presents a selection of the ASCI case-studies alongside a number of other
