Meeting the Rights and Protection Needs of Refugee Children: An Independent Evaluation of the Impact of UNHCR's Activities

In the light of children and children's concerns being inconsistently addressed and often regarded as something 'extra' to core protection and assistance work, this evaluation examines whether UNHCR is effectively meeting the protection needs of refugee children.

For this purpose, the report contains a global evaluation to highlight institutional policy, strategies and progress, concentrating on organization-wide patterns, shortcomings and successes.

Human rights crises: NGO responses to military interventions

TIPH resumes patrolling
The TIPH resumed patrolling in Hebron today, after having made two reconnaissance trips yesterday. Observers have been allowed freedom of movement in most areas, only stopped when there has been an ongoing operation by the IDF.

The IDF are finalizing their operation in the Palestinian H1 areas of Hebron. At least eight Palestinians died in the operation and four were seriously wounded within the TIPH Area of Responsibility. Indonesia: Maluku governor rejects calls for martial law

JAKARTA, May 1 (AFP) - The governor of Indonesia's eastern Maluku province on Wednesday rejected calls for martial law to be imposed in the strife-torn region, despite the massacre of 13 Christians at the weekend.

"I don't see any need for a military emergency," SCTV television showed Governor Saleh Latuconsina telling reporters in the provincial capital Ambon.

"What's needed is to maximise the role and service of professional administrators and security forces," he said.

South Africa calls for regional summit on Burundi conflict

KAMPALA, May 1 (AFP) - South African Deputy President Jacob Zuma has called for a regional summit to help jump-start the peace process in Burundi, sources at the Ugandan presidency said here Wednesday.
Zuma made his appeal at a meeting here on Tuesday night with Ugandan President Yoweri Museveni.

"South Africa wants Museveni, as chairman of the regional peace initiative on Burundi, to carry out consultations with regional governments on the possibility of convening a summit to salvage the situation, which has made little progress and required a regional summit

Liberia: Extend U.N. arms embargo

Liberian Government Forces and Rebels Committing War Crimes
(New York, May 1, 2002) The United Nations Security Council should maintain the arms embargo against the Liberian government, Human Rights Watch said in releasing a new report about abuses in Liberia today.

Human Rights Watch also called for the arms embargo to be extended to cover the rebel Liberians United for Reconciliation and Democracy (LURD), and for an end to Guinea's support for the LURD. The U.N. Security Council is expected to vote on the arms embargo by May 7.

In 2001, West Africa continued to undergo many socio-economic and political problems which spilled over into ethnic conflict based on mainly sectarian lines. Nigeria was a case in point, since the imposition of Sharia law there continued to create tension between Christians and Muslims. Street riots were reported in the city of Maiduguri and other places.
