HIGHLIGHTS

• The security situation in Jonglei’s Pibor County remained tense, but response to civilians in need in other areas of Jonglei continued.

  • The UN Central Emergency Response Fund (CERF) gave aid agencies in South Sudan US5.4 million to strengthen life-saving medical capacity and transport services to assist people affected by ongoing hostilities in Jonglei.

  • Insecurity persisted in Jonglei State’s Pibor with most civilians displaced.

  • Aid organizations visited Boma and Mewun, Jonglei State to assess the situation, three weeks after they temporarily suspended operations due to insecurity

  • Despite limited returns,more than 40,000 people of South Sudanese origin remain stranded in Sudan.

Seasonal Outlook

The National Meteorological Agency (NMA) reported that the performance of the belg (mid-February to May) rains was above average in Southern and Eastern parts of the country and average in central and western Ethiopia. However, late onset and a prolonged dry spell were reported in Southern Tigray and Eastern Amhara Regions. To account for the delayed rains, the national belg needs assessment – which will inform the humanitarian needs for the second half of the year – is tentatively scheduled for mid-June.

South Sudan Humanitarian Bulletin 20-26 May 2013

HIGHLIGHTS

  • An assessment identified over 13,000 people affected by the 18 May cattle raid in Ulang County, Upper Nile State.

  • Over 19,000 people have fled hostilities in Jonglei State into neighbouring countries in 2013 and around 6,000 of these were registered between 7 and 24 May.

  • Relocation of refugees from Jamam to Kaya refugee camp in Upper Nile continued with over 8,800 refugees making the move to the new camp.

Flood Update Localized flooding continued to cause damages across the country over the past two weeks. In SNNPR, overflow of the Blate River affected three additional villages in Loka Abaya woreda (Sidama zone) and displaced some 1,200 people from the area. Regional authorities requested the Federal Disaster Risk Management and Food Security Sector (DRMFSS) for additional Non Food Item (NFI) support to assist the affected population. Previous flooding, in April, affected more than 2,500 people in Loka Abaya woreda and Humbo woreda (Wolayita zone). At that time,

Refugee Update

Tigray Region continues to receive new refugees from Eritrea, with an estimated 200 refugees registered in the past week. Although the rate of arrival has slightly decreased following the surge seen in March - when 1,480 refugees were registered - reports indicate that more are expected to arrive. Given this arrival trend and existing camps quickly reaching full capacity, UNHCR and the Government Refugee Agency, ARRA, are expediting the development of the fourth camp in the area. The new camp has a capacity to accommodate 20,000 people.
