1. CERRO NEGRO VOLCANO, SOME 25 KMS OFF NORTHWESTERN PROVINCIAL CAPITAL OF LEON, ERUPTED AT 11.30 HRS P.M. ON 9 APRIL 1992 LOCAL TIME (04.30HRS GMT 10 APRIL) SENDING COLUMN OF ASH 7,000 METRES HIGH AND REACHING LEON (LOCATED 80 KM FROM MANAGUA). SINCE ITS FORMATION IN 1850, THERE HAVE BEEN 16 ERUPTIONS WITH LATEST BEING MOST VIOLENT. VOLCANIC ACTIVITIES ARE EXPECTED TO CONTINUE FOR WEEKS.

1. ON 24 MARCH 1992 HEAVY FLOODS OCCURRED AT THE EQUATORIAL COAST FOLLOWING TORRENTIAL RAINS.

2. ACCORDING TO CIVIL DEFENCE THE FLOODS HAVE AFFECTED 10,200 HA. 10,000 HA HAVE BEEN DECLARED ALERT ZONE YELLOW (TEMPORARY EVACUATION) AND 200 HA ALERT ZONE ORANGE (EVACUATION FOR A PROLONGED PERIOD).

1. REPORTS HAVE BEEN RECEIVED OF SEVERE FLOODING IN NORTHERN BOLIVIA, COVERING A WIDE AREA. A STATE OF EMERGENCY HAS BEEN DECLARED BY THE GOVERNMENT IN THE DEPARTMENT OF BENI, WHERE RIVERS OVERFLOWED, FLOODING AN ESTIMATED 100,000 SQUARE KILOMETERS OF PASTURE, KILLING LIVESTOCK AND LEAVING THOUSANDS HOMELESS. THE RISK OF THE SPREAD OF WATER-BORNE DISEASES, SUCH AS CHOLERA, IS HIGH.

1. SEVERE AND UNPRECEDENTED SNOWSTORMS DURING MORE THAN TWO WEEKS HAVE LEFT MANY AREAS OF COUNTRY DEVASTATED AND TOTALLY ISOLATED AND RESULTED IN A NUMBER OF CASUALTIES AND MANY INJURIES.

1. VILLAGES IN PROVINCES SIRNAK, SIIRT, HAKKARI AND BITLIS (SOUTHEASTERN PART OF TURKEY) WERE AFFECTED BY AVALANCHES ON 1 FEB 92. TEMPERATURE REMAINS BELOW ZERO EVEN DURING DAY TIME
WHICH IS UNUSUAL FOR THIS AREA. PRESENT SNOW DEPTH VARIES FROM TWO TO FIVE METRES AND SNOW KEEPS FALLING.

2. DEATH TOLL AS OF 3 FEB: 104 SOLDIERS AND 34 CIVILIANS. APPROX. 1,000 PEOPLE AFFECTED.

FOUND 6,000 FAMILIES WERE RENDERED HOMELESS. OFFICIAL ESTIMATED
LOSS INCLUDES 6,050 HOUSES, 12,000 DATE TREES, 4,900 HEADS OF
LIVESTOCK, 300 TONS OF DRIED FISH, AND FISHING BOATS.

This handbook offers guidance relating to procedures and criteria for determining refugee status, breaking down and explaining the various components of the definition of refugee set out in the 1951 Convention and the 1967 Protocol relating to the Status of Refugees.

Aiming primarily to be of use to government officials concerned with the determination of refugee status in the various Contracting States, it is also hoped that it will be of interest to all those concerned with refugee problems.

During FY 1991, OFDA responded to 65 disasters affecting more than 390 million people in 48 countries. At UN, member states including US created a new Department of Humanitarian Affairs to coordinate and speed up the process of UN agencies to humanitarian crises. OFDA is working closely with the new Undersecretary General for Humanitarian Affairs to ensure that the world can increasingly rely on rapid, effective UN leadership in the disaster assistance field, including conflictive crises.
