UNHCR's Operational Experience with Internally Displaced Persons

This study provides a description of the circumstances of and legal basis for, and activities related to UNHCR's involvement in 15 situations of internal displacement between the years 1971 and 1991.

Three main categories of situations are included: programs for IDPs linked to UNHCR's assistance and protection functions towards repatriating refugees, or returnees; special operations not linked to returnee programs, to which UNHCR was requested to contribute its humanitarian expertise; and regional humanitarian arrangements designed to promote comprehensive

1. ACCORDING TO UN RESIDENT COORDINATOR/DHA REPRESENTATIVE A POWERFUL EARTHQUAKE STRUCK WESTERN ALGERIA EARLY THIS MORNING. HE WILL PROVIDE FURTHER UPDATES ON SITUATION AND POSSIBLE RELIEF NEEDS.

2. PRELIMINARY FIGURES REPORTED BY ALGERIAN RADIO ON IMPACT ARE OVER 80 KILLED, OVER 250 INJURED AND HEAVY DAMAGE IN MASCARA REGION, 300 KM WEST OF ALGIERS.

3. THE GOVERNMENT HAS SO FAR NOT REQUESTED INTERNATIONAL ASSISTANCE.

2. ON 10 AUGUST, FLASH FLOODS HIT 3 DISTRICTS IN THE CAPITAL CITY OF ULAN BAATOR. NUMEROUS HOUSES AND TRADITIONAL TENTS DESTROYED. DAMAGE TO ROADS AND BRIDGES. SHOPPING DISTRICTS INUNDATED. PRELIMINARY REPORTS INDICATE 5 DEATHS.

1. CENTRAL PROVINCES HAVE BEEN HIT BY FLOODS MAKING SOME 12,000 PEOPLE HOMELESS. WATER LEVEL ALREADY RECEDING AND PEOPLE ARE RETURNING HOME.

2. NATIONAL RED CROSS AND GOVERNMENT HAVE FORMED AN AD HOC WORKING GROUP WITH UN AGENCIES, NGOS AND BILATERAL DONORS.

3. EMERGENCY FOOD ASSISTANCE HAS BEEN MOBILIZED BY THE WFP AND RED CROSS. FAO HAS CONTRIBUTED RICE AND DRIED FISH, UNHCR 2,000 PLASTIC SHEETS, WHO MEDICAL KITS AND OTHER MEDICAL ASSISTANCE.
