Kosovo/Albania: Investigate Alleged KLA Crimes

Credible Accusations of Disappearances, Executions, and Organ-Trafficking

(New York, December 15, 2010) - The United States and European governments should demand thorough and impartial criminal investigations in Kosovo and Albania into allegations of serious crimes by former Kosovo Liberation Army (KLA) members, Human Rights Watch said today.

The Albanian judiciary should conduct the investigation in Albania, while in Kosovo the European Union mission should take the lead, Human Rights Watch said.

Albania: USG Assists Displaced Following Severe Flooding

SHKODRA, DECEMBER 15, 2010 Today, the U.S. Ambassador to Albania, Alexander Arvizu, visited the flooded region of Shkodra and met with officials at the Government of Albania's disaster operations center to discuss their emergency assistance operations. In his remarks to the media, the Ambassador affirmed the U.S. Government's commitment to support the Albanian people during both the emergency and long-term recovery efforts.

EU supports Albania, Bosnia & Herzegovina and Montenegro in combating floods

Due to heavy rainfalls the Republic of Albania, Bosnia and Herzegovina and Montenegro are suffering from severe flooding. The three countries have activated the EU Civil Protection Mechanism.

On 1st of December, Albania activated the EU Civil Protection Mechanism requesting wooden boats, rubber boats, tents, water pumps, helicopters and other assets. Several Participating States have responded to this request for assistance.

HELSINKI COMMISSION HEARING FOCUSES ON U.S. SUPPORT FOR WESTERN BALKAN COUNTRIES

WASHINGON -- At a hearing today of the Commission on Security and Cooperation in Europe (U.S. Helsinki Commission), Co-Chairmen Senator Benjamin L. Cardin (D-MD) and Representative Alcee L. Hastings (D-FL) called for clarity in a coordinated United States and European Union policy toward the countries of the Western Balkans. Photos from the hearing are available here.

Czech Republic: Minister Schwarzenberg approved humanitarian aid for Montenegro and Bosna and Herzegovina

Minister of Foreign Affairs of the Czech Republic Karel Schwarzenberg approved humanitarian aid for Montenegro and Bosna and Herzegovina stricken by flood caused by heavy rains, on December 8, 2010.

Both countries asked for international aid, especially for boats, tents, pumps, generators and other equipment needed for evacuated people and disposal of consequences of the flood. The humanitarian aid in an amount of 3,6 mil. CZK provided by the Ministry of Foreign Affairs will be implemented by the non-governmental organization People in Need.

Balkan floods kill three, cause major damage

SARAJEVO/TIRANA, Dec 6 (Reuters) - Heavy rain in the Balkans has killed three people, forced the evacuation of around 20,000 from inundated areas and caused more than 340 million euros ($450.8 million) in damage, officials said on Monday.

Three family members were killed when a landslide hit their house in the northeastern Bosnian town of Tuzla on Sunday. A total of 4,000 people have been evacuated in Bosnia so far.

The DREF is a vital part of the International Federation's disaster response system and increases the ability of National Societies to respond to disasters.

FM Droutsas confers with his Montenegrin counterpart, Mr. Rocen - Aid sent to Montenegro and Albania for flood victims

Athens, 5 December 2010

Montenegrin Foreign Minister Milan Rocen contacted Foreign Minister Dimitris Droutsas earlier today and informed him that the Montenegrin authorities will take the Greek government up on its offer of assistance in regions of Montenegro hit by extensive flooding in recent days. Mr. Rocen thanked the Greek side for its readiness to offer assistance and noted that Greece was among the first countries to offer its help to Montenegro.

Red Cross responds to Europe's extreme weather

Red Cross societies across Europe are working flat out to combat the effects of the current severe weather. Floods, snow and temperatures as low as minus 33 have cost dozens of lives, wreaked havoc on transport and made many thousands of people vulnerable.

The worst of the weather has been in the Balkans, where floods have hit Albania, Bosnia and Herzegovina, Croatia, Montenegro and Serbia. Red Cross teams are visiting the worst-affected places and the Federation's Europe Zone office is helping national societies with their response.
