Context

Central America is the second most vulnerable region in the world for cl risks. Due to the high vulnerability of the smallholders, subsistence farmers, daily laborers (agricultural and non-agricultural), vulnerable households depending from instable livelihoods and the environment, the region has to consider risk reduction as a priority; it needs to be thoroughly mainstreamed in development efforts and budget planning.

El Salvador: Hazard Identification Tool - Hurricane IDA, 9 Nov 2009

Objective

The objective of the Hazard Identification Tool (HIT) is to alert the United Nations Disaster Assessment (UNDAC) and other emergency responders as well as the UN Country Team to potential secondary risks after a natural disaster posed by large infrastructure and industrial facilities containing hazardous materials located in the affected area. This information can be shared with competent local and national authorities as appropriate. Any actual secondary risk should be addressed at the earliest possible stage.

Situation

1. The National Emergency Committee (COEN) downgraded the state of alert from orange to yellow nationwide. COEN reports 36,154 persons in 388 shelters at present, which means that 44 % of sheltered population returned home. Persons injured due to the emergency are 190. The number of deaths remains unchanged at 69.

2. The main health problems in the shelters are acute respiratory infections, skin problems, diarrhea, anxiety disorders

OVERVIEW
General Situation: El Salvador has suffered the impacts of two convergent and simultaneous emergency situations, each one of which, alone, would over-tax the country's existing emergency systems. On Saturday, October 1st, one of the country's largest volcanoes, Ilamatepec, located in the populous coffee growing department of Santa Ana, erupted, spewing ash and molten rock 1.5 km. and a second eruption occurred on Monday, October 3rd. Immediate damage and injuries were reported up to 4 km. away, and ash fell in a much wider radius, an initial stage 4,850 people were evacuated.

Situation

Floods and Landslides

1. Tropical storm "Stan" turned into a hurricane (Category One, Saffir-Simpson scale) on 4 October 2005 and is affecting Mexico and Central America. All the rivers in the national territory have surpassed their normal levels and flooding and landslides have increased overnight. According to SNET (National Service for Territorial Studies), at least 65% of the country's soil is fully saturated.
