This situation report is based on information provided by the National Disaster Management Office (NDMO) in Vanuatu, through the office of the OCHA Regional Disaster Response Adviser (RDRA) for the Pacific.

Event and Impact

1. From 25 to 27 February, Tropical Cyclone Ivy passed over Vanuatu in the South Pacific with winds of up to 190 kilometres per hour, torrential rains and surging seas, affecting rural communities in the outer islands.

1. The number of causalities rose to 572 after a baby died of head injuries.

Crisis in Côte d'Ivoire Situation Report No. 22

16th February - 1st March 2004
1. SIGNIFICANT EVENTS/ HIGHLIGHTS

The UN Security Council met on Friday 27th February and adopted resolution S/2004/146 establishing the United Nations Operation in Cote d'Ivoire (UNOCI) as of 4th April 2004, when authority will be transferred from MINUCI and ECOWAS forces to UNOCI. Secretary General Kofi Annan addressed the Council briefly and commended Members for adopting the resolution. UNOCI will comprise of 6,240 UN personnel, including 200 military observers and 120 staff officers, and up to 350 civilian police officers.

1. Coordination

Following the security downgrading from Phase V to IV of the towns of Gbarnga and Zwedru, both of which are have been identified as Humanitarian Hubs, OCHA has fielded staff to the provincial capital of Bong. The Staff for Zwedru are gearing up for their mission to Grand Gedeh from early March.

1. Bujumbura Rural: Displacement continues as fighting intensifies

Thousands of people remain displaced due to fighting between the regular Army and the FNL [25 February], local radio station Isanganiro reported on 26 February that. Around 6,000 panic-stricken families from Kanyosha Commune fled on Monday 23 February upon arrival of soldiers. On Wednesday 26 February, a new wave of displacement occurred as FNL launched attacks on military positions in Kabezi Commune, near Kabezi communal centre, Masama and Mubone areas.

Somalia: Humanitarian Update Feb 2004

SOOL / SANAAG
Political Situation:

Elders from clans living in the contested Sool and Sanaag areas are involved in negotiations with Somaliland and Puntland authorities in a bid to avoid armed conflict over the contested Sool region. Despite the heavy presence of armed personnel in and around Las Anod, the Sool regional capital, the situation remains calm with no reported cases of conflict. Reports indicate that the resident population is not in support of conflict between Somaliland and Puntland, and this has generally had a calming effect.

Humanitarian Situation in Angola - Monthly Analysis Feb 2004


Overview
Heavy rains, broken bridges, mines and mud continued to impede many humanitarian activities during the month. It is clear that whilst some progress to infrastructure has been made during the two years that followed the ceasefire, hundreds of thousands of Angolans remain vulnerable during the wet season when road conditions quickly deteriorate.

1. An earthquake measuring 5.7 on the Richter scale struck Pakistan's North-West Frontier Province (NWFP) on Saturday 14 February at approximately 1530 local time (1030 GMT), some 125 miles northeast of Peshawar, centring in the districts of Mansehra and Battagram. An aftershock measuring 5.5 occurred 90 minutes later

The Government has announced that the search and rescue phase is over.
Situation

1. The UNDAC team reports that the latest toll given by the Moroccan authorities following the 6.3 magnitude quake, which occurred early Tuesday 24 February, put the number of victims at 571 dead and 405 injured. Thirty of the seriously injured were airlifted to Rabat. Further assessments are underway in order to estimate the number of affected persons in this region of 200,000 inhabitants.

OCHA has dispatched an UNDAC team to the affected area.

Situation

1. An earthquake of magnitude 6.5 occurred in the Mediterranean sea, close to the Moroccan port city Al Hoceima at 0227 hrs on Tuesday 24 February. The earthquake was centred in an area 185 miles (295 km) east-northeast of Rabat. Sizeable aftershocks continued to occur in the early hours of Wednesday 25 February.
