Lake Chad Basin Crisis/Crise du bassin du lac Tchad
Introduction
Violent conflicts continue to fuel large-scale suffering in north-east Nigeria and parts of Niger, Chad and Cameroon in the Lake Chad region, leading to massive internal and cross-border displacement, destruction of livelihoods, property, and human rights abuses, as well as disruption of government institutions, educational and medical facilities.
More than 17 million people across the region are facing a complex crisis driven by extreme poverty, climate change and conflict, of whom more than 10 million people need life-saving protection and humanitarian help. The High-Level Conference held in Berlin on 3-4 September 2018 focused on how the international community, regional partners and affected governments can best work together to address the crisis and aim to facilitate new financial resources.
As a result, the 17 UN Member States, the European Commission, pooled funds (UN Central Emergency Response Fund and UN Peacebuilding Fund), the World Bank and the African Development Bank, pledged US$2.17 billion in support. In addition, multilateral financial institutions announced US$467 million in concessional loans. (OCHA, 4 Sep 2018)
The 2019 IOM report on regional displacement and human mobility in the Lake Chad Basin revealed that around 4.2 million displaced individuals were identified by the Displacement Tracking Matrix (DTM) in Nigeria, Chad and Cameroon. An additional 250,000 people are displaced in Niger’s Diffa region and were tracked by the government of Niger.
A 77 per cent increase (800,000 individuals) in the number of returnees compared to 2016 was also noted. This illustrates the growing trend towards return movements in the Lake Chad Basin and calls for more attention to the situation of returnee populations in the regions and communities of origin.
“Ten years after the start of the violence in the region, a notable increase in return movements was identified, presenting a major challenge for humanitarian and development actors,” DTM Global support staff member Kristof Orlans stated. (IOM, 14 Mar 2019)
De violents conflits ne cessent d’alimenter une souffrance de grande ampleur dans le nord-est du Nigéria et dans certaines régions du Niger, du Tchad et du Cameroun dans la région des Grands Lacs. Cela a entrainé des déplacements massifs de populations à l’intérieur et à l’extérieur des frontières, la destruction des moyens de subsistance, des biens, et des violations des droits humains, ainsi que des troubles de fonctionnement dans les institutions gouvernementales, éducatives et médicales.
La pauvreté extrême, les changements climatiques et les conflits sont à l’origine d’une crise complexe qui affecte plus de 17 millions de personnes dans la région, dont plus de 10 millions qui ont besoin d’aide humanitaire et de services de protection. La réunion de haut niveau qui s’est tenue à Berlin les 3 et 4 septembre 2018 s’est centrée sur la manière dont la communauté internationale, les partenaires régionaux et les gouvernements des pays concernés peuvent travailler de concert pour faire face à la crise et chercher à mobiliser de nouvelles ressources financières.
A l’issue de cette rencontre, 17 membres de l’ONU, la Commission Européenne, les fonds communs (Fonds humanitaire d’urgence de l’ONU et Fonds de consolidation de la paix de l’ONU), la Banque Mondiale et la Banque africaine de développement se sont engagés à hauteur de 2,17 milliards de dollars. Par ailleurs, les institutions financières multilatérales ont annoncé l’accord de prêts préférentiels pour un montant de 467 millions de dollars. (OCHA, 4 Sep 2018)
Le rapport 2019 de l'OIM sur les déplacements régionaux et la mobilité humaine dans le bassin du lac Tchad révèle qu'environ 4,2 millions de personnes déplacées ont été identifiées par le Displacement Tracking Matrix (DTM) au Nigeria, au Tchad et au Cameroun. En outre, 250 000 personnes ont été déplacées dans la région de Diffa au Niger et ont été localisées par le gouvernement.
Une augmentation de 77 % (800 000 personnes) du nombre de rapatriés par rapport à 2016 a également été enregistrée. Cela illustre la tendance croissante aux mouvements de retour dans le bassin du lac Tchad et appelle à accorder une plus grande attention à la situation des populations rapatriées dans les régions et les communautés d'origine.
